Agricultural funding mainly runs through AFIR (Agency for the Financing of Rural Investments) under the CAP Strategic Plan 2023–2027: small farms, young farmers, processing, biosecurity, plus state aid schemes for the sector.

GAL Cetatea Tamasidava call for collective investments in agriculture (L802), 340,000 euro, 65% support, maximum 170,000 per project. Online submission until 20 October 2026, 23:59.

GAL Inima Câmpiei Transilvane — L802 – United for a competitive agriculture (Intervention 6 of the SDL)
Agricultural companies, cooperatives, composesorate, obști and producer groups in the GAL territory can submit online until 22 October 2026, 23:59. The call window allocation is 100,000 euro, with 65% support and a maximum of 100,000 euro per project.

Call 2/2026 for collective agricultural investments (I3) is open from 25 August 2026 to 23 October 2026, 23:59, after a 30-day extension. The allocation and maximum value are not given in the announcement.

LAG Țara Vrancei (GAL Țara Vrancei) — M3 – Short supply chains and local gastronomic points
Non-agricultural start-ups of local producers in the territory of GAL Țara Vrancei, funded with a lump sum of 30,000 euro on the basis of a business plan. Allocation of 150,000 euro, online submission until 28 October 2026, 23:59.

DR-14 AFIR — investments in small farms
Through DR-14, AFIR gives small farms (4,000–11,999 euro SO) up to 50,000 euro per project, at most 85% of eligible costs. The budget of the call window is 108 million euro, across 4 components. Applications are submitted online until 31 October 2026, 16:00.

DR-18 AFIR — investments in floriculture, medicinal and aromatic plants
Through DR-18, AFIR gives farms growing flowers, ornamental, medicinal and aromatic plants up to €100,000 per project (85% or 65% of costs). The budget is €5 million. Online submission is open until 31 October 2026, 16:00, with a threshold of 40 points in October.

DR-12 AFIR — consolidation of holdings of established young farmers and farmers up to 45 years of age
On 6 October 2026 AFIR opens the DR-12 call window, with €169.59 million. Established farmers up to 45 years of age and former sM 6.1 beneficiaries can receive up to €200,000 per project, with 80% or 65% non-refundable. Applications can be submitted until 2 December 2026, 16:00.

Tomata 2027 Programme — de minimis aid for vegetables grown in greenhouses and polytunnels (HG 325/2025)
Vegetable growers who cultivate at least 1,000 sq m in greenhouses or polytunnels receive 1.5 euro/sq m (1,500 euro for 1,000 sq m), as de minimis aid under HG 325/2025. Applications for 2027 are submitted to the DAJ between 2 February and 15 April 2027 inclusive.

DR-21 AFIR — biosecurity on sheep and goat farms (preventing epizootics)
Sheep and goat breeders with an ANSVSA code and at least 150 head could receive up to 50,000 euro, with non-refundable support of at most 90%, for biosecurity investments. The DR-21 guide is in public consultation.

APIA emergency support for maize and sunflowers affected by the 2025 pedological drought
Farmers whose maize and/or sunflowers were affected by the 2025 drought by 30–100% receive up to 333 lei/ha through APIA. The budget is 155,361,520 lei, and payment is made by 31 December 2026.

DR-31 AFIR — financial contributions towards insurance premiums (crops and animals)
Through DR-31 (CAP Strategic Plan 2023–2027), active farmers can recover from AFIR 50% of the eligible insurance premium actually paid for crops or animals. The guide has completed consultation, but the final guide and the call window have not been announced.

DR-17 AFIR — investments in the table grape sector (conditioning, storage, on-farm processing)
Through DR-17, the table grape component, farmers that are legal entities, cooperatives and producer groups can receive up to €1,000,000 per project, with support of up to 65%, for conditioning, storing and processing grapes on the farm. The call has not yet been launched.

IMM INVEST PLUS and IMM PLUS refinancing — 80% FNGCIMM guarantee for working capital loans
Companies with working capital loans under IMM INVEST PLUS or IMM PLUS can refinance their balance as at 31 December 2025, up to 5,000,000 lei, for a maximum of 36 months. FNGCIMM guarantees up to 80%, no more than 4,000,000 lei, with a fee of 1.7%–2.65% per year.

Modernisation Fund — new biofuel production capacity (bioethanol, SAF, HVO)
State aid from the Modernisation Fund (Key Programme 8) for companies building new bioethanol or SAF+HVO capacity in Romania. It covers up to 70% of eligible costs, and the estimated budget is 500 million euro.
