What we do
We write and submit your non-refundable funding application, then see the project through to reimbursement.
We build the financial side of the project: projections, co-financing, cash flow and reimbursement files.
Funding for digitalisation and websites, plus the promotion required under the funding contract.
We check the land or building in your project before submission, so your application doesn't fall on the paperwork.
How we work
We look at what you do, your plans and which funding lines are opening. If nothing fits, we tell you.
We tell you whether you qualify, under which programme, what needs to be prepared and where the risks are.
We build the application, business plan and budget, and submit it in the call window.
Monitoring, procurement support and the reimbursement file. Funding ends when the money arrives, not when the project is submitted.
The result
The success rate is the ratio between submitted and approved projects. We don't inflate it by turning away difficult applications — we keep it high by turning away applications that have no business being in a call window.
Out of every 100 projects submitted, 96 were approved. That is exactly why we start with the eligibility analysis — we submit only the applications that have a real chance.

Funding
A scheme of 56.9 million euro from the Modernisation Fund. It funds up to 100% of eligible costs for M1, M2 and M3 electric vehicles replacing polluting vehicles. The scheme has been approved (OMTI 742/2026, 817/2026), but the guide and the calls have not yet been published.
Grants of 200,000–3,000,000 euro (hardware) or 200,000–1,500,000 euro (software) for ICT SMEs and start-ups developing innovative products. The budget is 48,813,278 euro, and submission in MySMIS2021 has been extended until 30 October 2026, 17:00.
Grants of 100,000–300,000 EUR for micro-enterprises in the North-East: production or service capacity, new technologies, automation, marketing and digitalisation. Budget: 20.37 million EUR. Submission in MySMIS is open until 28 October 2026, 14:00.
The Ministry of Energy is offering 150 million euro from the Modernisation Fund for new stand-alone battery storage installations owned by companies with CAEN code 35. The aid covers up to 100% of eligible costs, with a maximum of 69,000 euro/MWh and 15 million euro per company.
State aid from the Ministry of Finance, in the form of a grant or tax credit, for SMEs and large enterprises with initial investments of at least 50 million lei in the manufacturing industry. The first call window has 759 million lei.
De minimis grant of up to 60% of the investment loan, maximum 200,000 euro, plus a BID guarantee of up to 80% of the loan, for companies less than 3 years old that are majority-owned by Romanians from the diaspora. The programme is currently being made operational.
Frequently asked questions
There is no single fee, because the effort differs greatly between a project worth a few tens of thousands of euro and one worth a few million. The fee is set after the first discussion, depending on the funding programme, the value of the project and how much of the documentation you already have. Call 0755 167 167 or write to office@todos-company.ro and you will receive a concrete offer for your situation.
We don't set the timeline; the funding programme's calendar does: the submission call window, the managing authority's evaluation period and the moment the contract is signed. The part that depends on us is preparing the application, and there the pace depends on how quickly we receive your documents. The money does not arrive in a single instalment, but as you submit payment or reimbursement requests for the costs incurred.
A rejection is not always final: many programmes allow an appeal, and in many cases the reason is a formal error that can be corrected. Together we analyse the evaluation grid and the reasons given for rejection, then decide whether to appeal or resubmit in the next call window. Our success rate is 96%, precisely because we filter projects at the eligibility stage, before you invest time and money in the application.
It depends on the programme: some are aimed exclusively at SMEs, others at farmers and family farms, others at local public authorities, NGOs or start-ups receiving funding for the first time. Each applicant's guide has its own eligibility conditions — years in business, CAEN code, company size, geographical area, tax status. We have worked with all these categories since 2006, so the first step is to see which programme matches your profile.
Co-financing is the part of the project value that you cover yourself, the rest being covered by the non-refundable grant. The percentage is not the same everywhere: it varies by programme, type of beneficiary and sometimes the region where you invest, and the applicant's guide sets it out explicitly. In practice you also need the capacity to cover the costs until reimbursement, either from your own resources or through a bridge loan — we check this as early as the eligibility analysis.
The eligibility analysis is carried out before any contract is signed. If there is no suitable programme for you right now, we will tell you directly.
