In brief

Todos & Company has provided EU funding consultancy since 2006: 1,729 approved projects, €310,552,800 secured for clients and a success rate of 96% (out of 100 projects submitted, 96 approved). As of 25 October 2026 we are tracking 129 open programmes and 72 announced programmes, checked against official sources. The first eligibility check is free; you receive our price quote in writing before any contract.

Which programmes suit your company

EU funding consultancy starts with the question "what do I qualify for?". Programmes differ by beneficiary: here is what we are tracking now, by type of applicant.

EU funds in your region

The 2021–2027 regional programmes can only be submitted in the region where the investment is located and have their own conditions. National ones (PoCIDIF, PEO, AFIR, the Modernisation Fund) are open nationwide.

EU funding consultancy, step by step

  1. Eligibility check — free

We start from your company: the CAEN code, size (micro-enterprise, small, medium-sized), financial statements, registered office and what you want to fund. We tell you which programmes you qualify for, at what aid intensity and which conditions must be met. If you do not qualify, we tell you so, and why.

  2. Project strategy

We choose the right programme and call, calculate the estimated score on the guide's scoring grid, the eligible budget, the co-financing and the cash flow up to reimbursement. We determine which documents, permits and quotes need to be prepared and in what order.

  3. Writing and submitting the project

We draft the funding application, the business plan or feasibility study, the budget and the annexes required by the guide, check each document for compliance and submit the project on the programme's platform (MySMIS2021, AFIR, ministry platforms).

  4. Evaluation and clarifications

The project goes through the administrative compliance and eligibility check, then the technical and financial evaluation, based on the scoring grid. We answer requests for clarification within the given deadline and, if necessary, prepare the appeal.

  5. Contract and implementation

After approval: signing the funding contract, procurement under the programme's rules, payment and reimbursement claims, progress reports and contract amendments. This is where most money is lost, through costs declared ineligible — which is why we do not stop at submission.

  6. Monitoring after the project

The investment must be maintained and used as set out in the project during the sustainability period — usually 5 years from the final payment, 3 years for SMEs, where the guide provides for it (EU Regulation 2021/1060). We help you with reporting and monitoring visits.

Which documents to prepare

  • the certificate of incorporation details from the trade register and the articles of association
  • financial statements for the last two to three years (new companies: the start-up declaration from the guide)
  • tax clearance certificates (ANAF and town hall), with no outstanding debts
  • documents for the investment site: ownership, lease or concession, for the period required by the guide
  • price quotes for equipment and works (usually at least two to three for each)
  • for construction: the urban planning certificate, permits and technical documentation
  • the sworn declarations from the guide (de minimis aid received, SME status, eligibility)

The exact list is in the applicant's guide for each call.

How the money arrives

  • Reimbursement: you pay the supplier, then the programme reimburses the non-refundable portion.
  • Payment claim: you pay with the programme's money, after the invoices are approved (in programmes that allow it).
  • Advance: some programmes provide an advance from the grant, usually against a guarantee.
  • Co-financing and VAT are covered by you: from own funds, a bank loan or a guaranteed loan.

We calculate your cash flow before submission, so you do not run out of money between claims.

Questions about EU funding consultancy

How much does EU funding consultancy cost?

The eligibility check is free. After it you receive a written quote with the price and timeline, before any contract: the fee depends on the programme, the value of the project and what needs to be done (project writing only, or implementation as well). In many programmes consultancy is an eligible cost, meaning it can be reimbursed from the project, within the limit set in the guide.

Do I need to know someone for my project to be approved?

No. Projects are evaluated by independent evaluators using the scoring grid published in the applicant's guide, and the result can be appealed. What matters is that the project meets all the conditions and achieves the highest possible score — exactly what we prepare in the project strategy.

Can I get 100% non-refundable funding?

It depends on the programme. Some schemes (for example for start-ups through entrepreneurship programmes or for public authorities) cover 100% of eligible costs. For company investments, the aid intensity depends on the region and the size of the company (the regional aid map), and the difference and the ineligible costs are your co-financing.

What is co-financing and where do I get it from?

Co-financing is the part of the investment that you pay yourself: the difference up to 100% of the eligible costs, plus the ineligible costs and, as a rule, VAT (which VAT payers can recover). It is covered from your own funds, from a bank loan or from loans guaranteed under the FNGCIMM, FGCR or BID programmes; we calculate what you need from the project strategy stage.

How long does it take until I receive the money?

After the call closes, evaluation takes anywhere from a few weeks to a few months. After the contract is signed, the money arrives through reimbursement requests (you pay, then you are reimbursed), through payment requests (you pay the supplier from programme funds once the invoices are approved) or, in some programmes, through an advance payment. The deadlines for verifying requests are those set out in the contract and the guide.

What happens if the project is rejected?

You receive the reasons, and you can submit an appeal within the deadline set out in the guide. If the rejection stems from a problem that can be corrected, the project can be resubmitted in the next call or under another suitable programme. The eligibility analysis at the start greatly reduces this risk: we only submit applications that have a real chance.

What does a 96% success rate mean?

Of every 100 projects we submit, 96 have been approved. The figure comes from the company's track record: 1,729 approved projects since 2006, with €310,552,800 secured for clients.

Do you also work with companies outside Bucharest?

Yes. Our office is in Bucharest, but we work with companies across the country: we have clients in 42 counties. Discussions take place by phone or video, documents are signed electronically, and when necessary we visit your company's premises.

Can I write the project myself?

Yes, anyone can apply. The consultant helps where most projects are lost: choosing the right call, meeting the conditions, scoring, the eligible budget and, after approval, procurement and reimbursement requests, where mistakes cost money.

What documents do I need to prepare?

As a rule: the certificate of good standing from the trade register and the articles of association; the financial statements for the last two to three years (new companies: the start-up declaration from the guide); tax clearance certificates (ANAF and the town hall), with no outstanding debts; documents for the investment site: ownership, lease or concession, for the period required by the guide; price quotes for equipment and works (as a rule at least two to three for each). The exact list is in the guide for each call; you receive it from us after the eligibility analysis.

What is de minimis aid?

De minimis aid is low-value state aid: a company (together with the companies linked to it) can receive no more than 300,000 euro over three years, from all sources. Many programmes for small businesses are de minimis, so the amount you have already received matters for eligibility.

Do you also work for town halls and NGOs?

Yes. For town halls and public institutions we work on regional programmes, the PNRR, the Modernisation Fund and local development programmes; for associations and foundations, on social and training programmes and on direct EU programmes.
