The first step is a free 40-hour entrepreneurship course. Without the course you have no access to the funding. We register you, correctly, first time, and stay with you right up to the funding application.

The programme has strict rules: if you already have a company or have already taken a subsidised entrepreneurship course, you cannot take part. Better to find out now than after wasting time.

02 — What you get

99 lei. We help you with registration from start to finish.

The course is free for everyone. The 99 lei pays for our consultancy service: the initial eligibility check and registration assistance, so that your application is submitted on time and without mistakes. The application for the 250,000 lei is prepared separately, after the course.

    Initial consultancy

    A short call in which we check, against the official criteria, that you can join the programme. If you are not eligible, we refund your money.

  2. 02

    Your platform account, set up correctly

    We create your account on minimis.imm.gov.ro using your email address, so that you can access it at any time.

  3. 03

    The application completed with you

    We complete the enrolment application together with you, field by field, so that you do not lose your place over a form error.

  4. 04

    The right provider and format

    We choose the course provider and the format, online or in a classroom near you, to suit your schedule.

  5. 05

    Documents checked in advance

    We review the documents required for enrolment before we submit the application, so that it is not rejected.

  6. 06

    Application submitted

    We submit the application together with you and tell you what happens next. Admission to the course is confirmed by the platform and the provider.

03 — The journey

    You register for the course

    The application on the ministry's platform, with your chosen provider and format. The course is free.

  3. 40 hours

    You complete the course

    Online or in a classroom. At the end you receive a certificate accredited by the Ministry of Labour.

  4. After the certificate

    You open your company

    The SRL is set up only now — a company opened before the course is not eligible.

    You apply for up to 250,000 lei

    Business plan and grant application: up to 90% of eligible costs.

Does the course cost 99 lei?

No. The Start-Up Nation course is free and is run by a provider contracted by the Ministry of Economy. The 99 lei pays for the Todos & Company consultancy service: initial consultancy (we check whether you are eligible) and enrolment assistance (the account on the platform, the completed application, choosing the provider and submitting the application). We do not sell places on the course, and admission and the grant are awarded by the ministry. You can also enrol on your own, free of charge, at minimis.imm.gov.ro.

Is the file for the 250,000 lei included in the 99 lei?

No. The 99 lei covers only the initial consultancy and assistance with enrolment on the course. The business plan and the funding application are done separately, after you finish the course — and consultancy is an eligible cost under the grant.

When and how do I pay?

By card, online, through a secure Stripe payment, right after you reserve your place in the form. If you do not complete the payment then, the consultant will send you the link after the call. If the initial consultancy shows that you are not eligible, we will refund the full 99 lei. You also have a 14-day right of withdrawal, which you lose once the assistance has been fully performed; details in the Terms and Conditions.

Who can register?

Young people aged 18 to 29 with at least completed lower secondary school, whether they are employed, unemployed, students or returned from abroad. You cannot take part if you have already completed a subsidised entrepreneurship course or if you are already a partner/shareholder in a company.

How long does the course last and where is it held?

40 hours, online or in person, at one of the providers' locations. You choose the format when you register.

How much is the grant and what can I buy?

Up to 250,000 lei, at most 90% of eligible costs — the remaining minimum of 10% is your own contribution. Under the procedure, eligible items include new equipment, IT and digitalisation, a car (capped), company set-up and, if you create jobs, salaries and rent on a flat-rate basis. The exact list is confirmed when the funding stage opens.

Am I guaranteed the grant if I take the course?

Not automatically. Completing the course is a mandatory condition for the funding stage, and the application is assessed against the ministry's criteria. We help you make it as strong as possible.

How long can I register for?

Course registration began on 6 October 2026 and lasts 30 days, with the possibility of extension until the places are filled. There are 17,600 places in total.
