The Ministry of European Funds, today MIPE

The former Ministry of European Funds has operated since December 2020 under the name Ministry of Investments and European Projects (MIPE). It coordinates the 2021–2027 cohesion funds and the PNRR, and manages the national programmes that fund businesses, research, education, health and social inclusion.

What it does

The ministry's role

  • Coordinates, at national level, policy on the non-refundable EU funds under the cohesion policy allocated to Romania for 2021–2027 (the Partnership Agreement). HG 52/2018, art. 1
  • Is the national coordinator for the preparation, negotiation, approval, implementation, monitoring and control of funds from the Recovery and Resilience Facility — the PNRR. HG 52/2018, art. 1 para. (5)
  • Is the managing authority for six 2021–2027 programmes (listed below) and coordinates and monitors the regional programmes, which are managed by the eight ADRs. mfe.gov.ro

Not managed by MIPE: the 2021–2027 Transport Programme (managing authority: the Ministry of Transport) and the regional programmes (the eight regional development agencies) — see funds by region. Agricultural funds (the 2023–2027 CAP Strategic Plan) go through AFIR and LAGs (GAL).

The ministry's names

  1. 2012

    The Ministry of European Funds is established through the reorganisation of the Ministry of European Affairs (European affairs pass to the Ministry of Foreign Affairs).

  2. 2017

    The Ministry of European Funds is taken over by the new Ministry of Regional Development, Public Administration and European Funds (MDRAPFE).

  3. 2018

    The Ministry of European Funds is re-established, taking over the specialist structures from MDRAPFE; HG no. 52/2018 sets out its organisation.

How much money the system manages

  • Cohesion policy 2021–2027: Romania receives a total of 31.5 billion euro under the Partnership Agreement (8 regional programmes and 9 national programmes). European Commission
  • PNRR: the European Commission's page now shows 20.1 billion euro (13.6 billion in grants and 6.5 billion in loans), after the plan's revisions; the ministry's PNRR page still mentions 28.5 billion euro, the figure from an earlier version of the plan. European Commission

Does the Ministry of European Funds still exist?

Not under that name. The Ministry of European Funds changed its name to the Ministry of Investments and European Projects (MIPE) by OUG no. 212/2020. The official website remains mfe.gov.ro.

Which programmes does MIPE manage in 2021–2027?

Under HG no. 52/2018 (current version), MIPE is the managing authority for PDDTJ, the Education and Employment Programme, the Social Inclusion and Dignity Programme, the Smart Growth, Digitalisation and Financial Instruments Programme, the Health Programme and the Technical Assistance Programme. It is also the national coordinator of the PNRR and coordinates the 2021–2027 cohesion policy.

Who manages the regional programmes and the Transport Programme?

The 2021–2027 regional programmes are managed by the eight regional development agencies (ADRs), with coordination and monitoring by MIPE. For the 2021–2027 Transport Programme, the managing authority is the Ministry of Transport.

For 2021–2027 programmes, funding applications are submitted in MySMIS2021, the IT system managed by MIPE. Calls are announced on mfe.gov.ro (the calendar of calls and the managing authorities' announcements) and on the oportunitati-ue.gov.ro portal.
