Frequently asked questions
What is the deadline for applications for the energy renovation of blocks of flats in Prahova under the PDDTJ?
Funding applications can be submitted between 19 August 2026, 17:00, and 3 February 2027, 17:00, according to ADR Sud-Muntenia (Regional Development Agency South-Muntenia), the programme's intermediate body.
How much can a block-of-flats energy renovation project receive under the PDDTJ in Prahova?
A project can receive between €200,000 and €15,000,000 in non-refundable funding (lei equivalent). The applicant must provide an own contribution of at least 2% of total eligible costs. The total budget for Prahova is €18,684,371.76.
Who can submit a funding application?
Only administrative-territorial units (UAT) in Prahova county can submit applications: communes, towns, municipalities and the county seat municipality. A project may include up to 20 blocks (components).
What energy requirements must a block meet?
At submission, the block must have a specific final energy consumption of at least 200 kWh/m²/year, according to the energy audit. The works must reduce primary energy consumption and CO2 emissions by at least 30%. Historic monuments and buildings in protected built-up areas are an exception: they receive 0 points for this criterion but are not rejected.
What does the condition of 20% of apartments belonging to people receiving social assistance mean?
At least 20% of the apartments in each block must belong to people to whom the UAT provides social assistance. The threshold must be met up to and including contracting. If the share falls below 20% after submission, the UAT notifies the MA/IB within 5 working days, and the block is rejected. Blocks prepared under the PNRR call are exempt from the threshold and automatically receive the maximum score for this criterion.
Can I use the documentation prepared for the PNRR?
Yes. Technical and economic documentation prepared and accepted under the PNRR call (feasibility study/DALI/technical design, energy audit, energy performance certificate, technical expertise) is accepted without being redone. The condition is that the applicant demonstrates alignment with the technical requirements and indicators in the guide. Anything missing is completed.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
We tell you before any contract is signed, and if another suitable programme exists, we point you to it.
