Call of 6,852,011.76 euro from the Health Programme. Town halls (UAT) in the ITIs of the Danube Delta, Jiu Valley, Moții-Țara de Piatră and Țara Făgărașului can equip, digitalise and carry out light renovation of family doctors' surgeries. Who can apply
Administrative-territorial units (communes, towns and municipalities; counties are excluded) from the four ITI areas can apply: the Danube Delta, the Jiu Valley, Moții-Țara de Piatră and Țara Făgărașului. They can apply alone or in partnership with other UATs. The investment targets family doctors' surgeries located in buildings over which the UAT holds a right of ownership, administration, superficies, concession or use. This covers individual surgeries and their satellite practice points, group practices, out-of-hours care centres and dispensaries. Surgeries cannot be applicants or partners; they receive the equipment from the UAT, for example under a loan-for-use agreement.

Frequently asked questions
What is the deadline for submitting a project for family doctors' surgeries in the 4 ITIs?
Applications must be submitted exclusively in MySMIS2021 by 30 September 2026 at 17:00. The original deadline, 31 August 2026 at 14:00, was extended by Corrigendum No. 1 (MIPE Order No. 1280 of 13 August 2026).
Can a family doctor submit the funding application alone?
No. Eligible applicants are UATs (communes, towns and municipalities, excluding counties) from the 4 ITI areas, alone or in partnership with other UATs. Surgeries can be neither applicants nor partners, because of the state aid rules. The UAT makes the premises and equipment available to the doctor, for example under a loan-for-use agreement.
What is the minimum value of a project?
The minimum eligible value is 200,001 euro per project, not per surgery. To reach the threshold, a UAT can equip several surgeries or practice points, or enter into a partnership with other UATs.
Which renovation works are funded?
Only works that do not require a building permit are funded: cleaning and refurbishment, repairs, replacements, tiling, painting, finishing works and other minor works provided for in Article 11 of Law No. 50/1991. The construction, extension or rehabilitation of buildings is not eligible.
What is the call budget for each ITI area?
The total budget is 6,852,011.76 euro: ITI Danube Delta 2,080,073.94 euro, ITI Jiu Valley 1,223,574.94 euro, ITI Moții-Țara de Piatră 1,713,002.94 euro and ITI Țara Făgărașului 1,835,359.94 euro. Projects compete only with those in the same ITI.
Can solar panels or boats be purchased?
Network equipment and equipment for the surgery's energy autonomy (for example, solar panels) are eligible together up to 20% of the project's eligible value. A project consisting only of solar panels is not funded. Boats for transporting the doctor are funded only in localities in the Danube Delta, up to a maximum of 15,000 euro each.
