Modernisation Fund — solar with storage and batteries for town halls and public institutions
Two calls under the Modernisation Fund, with 650 million euro in total: 500 million for new solar power plants with integrated storage, for self-consumption, and 150 million for new storage. Funding of up to 100%, maximum 10 million euro per beneficiary. Applications are submitted to AFIR (Agency for the Financing of Rural Investments) until 20 November 2026.

Frequently asked questions
Until when can public entities submit applications for solar with storage and batteries under the Modernisation Fund?
Applications are submitted online to AFIR (depunerepspac.afir.ro) between 28 September 2026, 10:00, and 20 November 2026, 23:59. Selection follows the "first come, first assessed" principle, and assessment stops once the budget of each call is used up.
What budget do the two calls have?
A total of 650 million euro from the Modernisation Fund: 500 million euro for new solar power plants with integrated storage, for self-consumption, and 150 million euro for new renewable energy storage capacity.
What is the maximum funding per beneficiary?
Funding covers up to 100% of eligible costs, but a maximum of 10 million euro per beneficiary. The ceiling includes your own project and participation in partnerships. In addition, there are capacity ceilings: 900,000 euro/MW (1,100,000 euro/MW with heat pumps) for solar and 200,000 euro/MWh for storage, all excluding VAT.
Who can apply?
Public entities only: UATs (local authorities), ADIs, public institutions within the meaning of Law no. 500/2002, hospitals and social centres funded entirely from public funds, state universities, public-law research institutes, units in defence, public order and prisons, recognised religious denominations, ANS, COSR, SRTV and SRR (under certain conditions), as well as partnerships between them. Autonomous public companies (regii autonome) and state-owned companies are excluded.
Can I use the application form published during the public consultation?
No. AFIR requires only the editable application form from its own system, available from 28 September 2026, 10:00. Any other format, including the forms from the consultation, is automatically invalidated on upload. Applications completed in an unrealistically short time may also be invalidated.
By when must the investment be completed?
Investments must be completed and put into operation by 31 December 2029. The beneficiary must maintain the investment for at least 5 years from commissioning; otherwise they must repay all the funding.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
We tell you before any contract is signed, and if another suitable programme exists, we point you to it.
