Family doctors' surgeries in the 4 ITIs: €6.85 million, submit by 30 September

The Health Programme call for family doctors' surgeries in the four ITI areas closes on Wednesday, 30 September 2026, at 17:00. The MySMIS2021 system also closes at that time. The call has a total budget of 6,852,011.76 euro for equipping, digitalising and lightly renovating surgeries in ITI Danube Delta, ITI Jiu Valley, ITI Moți-Țara de Piatră and ITI Țara Făgărașului. There are only four days left until the deadline, so a new application can realistically still be submitted only by surgeries whose documentation is already almost complete.

How is the money divided among the four ITIs?

The budget is allocated separately for each area. Projects compete only for the amount allocated to the area where the surgery is located:

  • ITI Danube Delta: 2,080,073.94 euro;
  • ITI Jiu Valley: 1,223,574.94 euro;
  • ITI Moți-Țara de Piatră: 1,713,002.94 euro;
  • ITI Țara Făgărașului: 1,835,359.94 euro.

The official call page does not state a minimum or maximum value per project. The ceilings and calculation rules are those in the applicant's guide published by MIPE.

Who can apply?

Eligible applicants are family doctors' surgeries in the four ITI areas. According to the call page, surgeries must operate in buildings over which the territorial administrative unit holds a right of ownership, administration, surface rights, concession or use. The corrigendum specifies that renovation applies strictly to family doctors' surgeries, for example individual medical surgeries, including work points, various forms of association in medical practice groups, out-of-hours centres and dispensaries. All of them must be located exclusively in the 4 ITI regions.

The minimum own contribution depends on the type of applicant and is set in the guide. The call page mentions 2% for entities financed entirely from their own revenues and/or partly from the state budget, and 15% for authorising officers of the state budget and the entities subordinated to them.

Which costs are eligible?

The official call page lists the following categories of investment:

  • equipping surgeries with equipment;
  • renovating surgeries through minor works;
  • IT digitalisation;
  • network equipment, up to 20% of the project's eligible value, together with equipment for energy autonomy;
  • equipment for energy autonomy, included in the same 20% limit;
  • for the Delta area, boats, up to a maximum of 15,000 euro each.

What changed through the corrigendum?

MIPE Order No 1280 of 13 August 2026 amended the guide approved by Order No 776/2026. The order brings two changes:

  • Deadline: the MySMIS2021 system closes on 30 September 2026, at 17:00.
  • Renovation: works are limited to cleaning and sanitation, repairs, replacements, tiling, painting, finishing and other minor works provided for in Article 11 of Law No 50/1991, that is, works that do not require a building permit.

What this means for your business

Our recommendation is as follows. If you already have a MySMIS2021 account, the surgery's documents and the agreement on the premises from the town hall, it is worth trying to submit by Wednesday. Upload the application as early as possible, not in the last hours. The system closes at exactly 17:00, and uploading the annexes takes time. If you are only starting now, it is unlikely that you will prepare a complete and compliant file in four days.

Common pitfalls to check:

  • Premises: without a UAT right over the building, the project does not pass eligibility. Check the document before any other step.
  • Works: any work that requires a building permit falls outside the scope of the call. Budget only for light works.
  • Ceilings: respect the 20% limit of the eligible value for network and energy autonomy equipment taken together, and the 15,000 euro ceiling per boat in the Delta.

If you will miss the deadline: the Managing Authority has not yet officially announced a next call window. Even so, prepare now the agreement with the town hall on the premises, the equipment list with price quotes and the inventory of digitalisation needs. If the call is relaunched, you will start ahead. Frequently asked questions

Until when can the funding application be submitted?

Until 30 September 2026, at 17:00, when the MySMIS2021 system closes. The deadline was extended from 31 August 2026 by Corrigendum No 1, approved by MIPE Order No 1280/13.08.2026.

Can family medicine surgeries outside the 4 ITIs apply?

No. The call is intended exclusively for surgeries in ITI Danube Delta, ITI Jiu Valley, ITI Moți-Țara de Piatră and ITI Țara Făgărașului, and the budget is divided among these four areas.

Can I carry out construction or extension works on the surgery?

No. Only renovation works that do not require a building permit are eligible: cleaning and sanitation, repairs, replacements, tiling, painting, finishing and other minor works, in accordance with Article 11 of Law No 50/1991.

Is there a maximum value per project?

The official call page does not state a maximum or minimum value per project. The exact budget rules are in the applicant's guide published on the MIPE website, which you must consult before submitting.

Will there be a new call window?
