PTJ Prahova: €18.68 million for the energy renovation of blocks of flats, applications until 3 February

Local authorities (UAT) in Prahova can apply for between 200,000 and 15 million euro for the energy renovation of apartment blocks under PDDTJ, with an own contribution of at least 2%. Applications are submitted until 3 February 2027, 17:00.

Communes, towns and municipalities in Prahova county can apply for non-refundable funding for the energy renovation of residential blocks of flats. The money comes through the Just Transition and Sustainable Development Programme (PDDTJ) 2021-2027. The call has a budget of EUR 18,684,371.76. A project can receive between EUR 200,000 and EUR 15,000,000, and the minimum own contribution is 2%. Applications must be submitted by 3 February 2027, 17:00.

On 2 September 2026, the ministry amended the guide through OMIPE no. 1368/2026. The order replaced the technical and financial evaluation grid (Annex 7), that is, the rules by which projects are scored and rejected.

Who can apply and which blocks can be included in a project?

Only the territorial administrative units of Prahova can apply. Homeowners' associations and companies cannot submit applications on their own. A project can cover several blocks, called "components". The note to the evaluation grid sets a maximum of 20 components per project.

The amended grid sets several conditions for each block. If one is not met, the block is rejected:

  • at submission, the specific final energy consumption must be at least 200 kWh/m²/year, according to the energy audit report;
  • the works must reduce primary energy consumption and CO2 emissions by at least 30%. Listed historic monuments and buildings in protected built-up areas are exceptions;
  • at least 20% of the apartments must belong to people for whom the UAT provides social expenditure. The threshold is calculated for each block and must be met until the contract is signed;
  • blocks in which all apartments are in this situation (100%), blocks with only social housing or only vulnerable groups, and blocks in segregated areas are not eligible.

Projects prepared under the PNRR call for blocks of flats are exempt from the 20% threshold and automatically receive the maximum score on this criterion. Their technical and economic documentation (SF/DALI/PT, energy audit, energy performance certificate, technical expertise) is accepted without being redone, provided it meets the requirements of the new methodology.

How are projects scored?

The maximum score is 100 points:

  • A – project-level criteria (20 points): the UAT's financial capacity, the budget and the horizontal principles. Scoring zero on a criterion in this section leads to the project being excluded.
  • B – block-level criteria (40 points): the maturity of the documentation and the consistency between the technical documentation, the energy certificate, the audit and the funding application.
  • C – prioritisation criteria (40 points): the reduction in primary energy consumption and emissions, initial consumption, the number of apartments and the share of apartments with beneficiaries of social expenditure.

The quality threshold is 50 points and the excellence threshold is 75. Where scores are equal, ties are broken in this order: C1, C2, C3, C4, A, B. Blocks receive the most points if they achieve reductions of at least 50%, have initial consumption above 300 kWh/m²/year, have more than 60 apartments and have at least 50% of apartments with beneficiaries of social expenditure.

What is checked regarding the town hall's financial capacity?

For the capacity sub-criterion, the UAT must meet at least two of the following three conditions:

  • financial autonomy above 50%;
  • local public debt service ratio below 20%;
  • development expenditure above 10% of total expenditure.

Also in section A, the budget must be complete, correctly allocated to cost categories and within the minimum and maximum limits. A project whose eligible value is below the minimum in the guide is rejected without clarifications.

How and by when do you apply?

Applications must be submitted by 3 February 2027, 17:00. The full guide is published on the MIPE website, and the September amendment is a separate document. The project must include the technical and economic documentation at SF/DALI/PT stage, in accordance with HG 907/2016, the energy audit report, the energy performance certificate and, where applicable, the building permit and the opinion of the Ministry of Culture. The cost estimates must be endorsed by the legal representative and the designer and must be no more than one year old.

What this means for your business

The call is aimed at town halls, but it also reaches designers, energy auditors and the contractors who will carry out the works. Our recommendations for the UATs in Prahova:

  • Start with the energy audit. The thresholds of 200 kWh/m²/year and a 30% reduction rule out blocks that have already been partly renovated. Check them before you pay for the design.
  • Calculate the social share early. The 20% threshold refers to the social expenditure actually provided by the UAT at submission. If the share falls below 20% before contracting, the block is rejected.
  • Use the PNRR projects. If you have documentation for blocks that did not receive funding through the PNRR, you can use it without redoing it if you show it is aligned with the new methodology, with the necessary additions. These blocks are exempt from the 20% threshold and automatically receive the maximum score on the social criterion.
  • Do not leave submission to the last minute. The budget of EUR 18.68 million could be used up by just one or two large projects. The guide sets a ceiling of EUR 15 million per project.

Frequently asked questions

Can a homeowners' association or a company apply directly?

No. The only eligible beneficiaries are the UATs in Prahova county: communes, towns, municipalities and the county seat municipality. Homeowners' associations join the project through the town hall.

How much must the town hall pay from its own budget?

The minimum own contribution is 2% of total eligible costs. The non-refundable funding requested must be between EUR 200,000 and EUR 15,000,000, in lei equivalent.

What changed in September 2026?

Through OMIPE no. 1368 of 2 September 2026, Annex 7 of the guide, the "Technical and financial evaluation grid", was replaced with a new version. The submission deadline, the budget and the beneficiaries announced at launch remain those communicated by ADR Sud-Muntenia and MIPE.

Can a listed historic monument block that does not reach the 30% reduction be funded?

Yes. Buildings classified as historic monuments and those in protected built-up areas are not rejected if the reduction is below 30%. However, they receive zero points on the criteria for reducing consumption and emissions.

Until when can projects be submitted?

The call is open from 19 August 2026, 17:00, until 3 February 2027, 17:00.
