PoCIDIF 6.1 — digitalisation services through EDIH hubs for SMEs and town halls
The 7 European Digital Innovation Hubs (EDIH) in Romania receive €20.9 million from PoCIDIF 6.1 to provide digitalisation services to SMEs, mid-caps and town halls. For SMEs, the aid covers up to 100%, with a maximum of €220,000 over 3 years.

Who can apply
Funding applications in MySMIS2021 can only be submitted by the 7 EDIHs holding the “Seal of STEP”: FIT EDIH, DIH4Society, CiTyInnoHub, Digital Innovation Zone EDIH, Wallachia eHub, Transilvania Digital Innovation Hub and DIGIVEST. Only DIGIVEST can still submit now. The final beneficiaries of the services are SMEs, mid-cap enterprises (up to 3,000 employees, which are not SMEs), local public authorities and other public institutions. Companies and town halls apply to the calls organised by each hub; they do not submit projects to the ministry.

Frequently asked questions
Can a company submit a project directly under PoCIDIF 6.1?
No. Funding applications under Action 6.1 can only be submitted in MySMIS2021 by the 7 EDIHs in Romania that have received the “Seal of STEP”. SMEs, mid-caps and town halls receive digitalisation services through the calls launched by each hub and sign a service provision contract with the hub.
How much is the aid worth for an SME through an EDIH?
For consultancy and innovation support services, state aid can cover up to 100% of the costs. The total of this aid cannot exceed EUR 220,000 per enterprise in any three-year period. The value of the aid equals the value of the services provided, calculated according to the hub's price list.
What aid do mid-cap enterprises receive?
Mid-cap enterprises (up to 3,000 employees, which are not SMEs) receive services in the form of de minimis aid. The total de minimis aid received by a single undertaking over 3 years cannot exceed EUR 300,000, and the hub checks this ceiling in RegAS before granting the aid.
What services do the EDIH hubs offer?
The hubs offer four types of services: testing before investment (technical expertise, testing environments for artificial intelligence, pilot projects), training and digital skills development, support in finding funding for digital transformation, and access to the innovation ecosystem and networking. In addition, they carry out digital maturity audits.
Until when can projects be submitted?
The call opened on 30 April 2026 at 12:00. For FIT EDIH, DIH4Society, CiTyInnoHub, Digital Innovation Zone EDIH, Wallachia eHub and Transilvania Digital Innovation Hub, the deadline was 30 June 2026, 17:00. DIGIVEST can submit until 30 December 2026, 17:00.
What is the budget of the EDIH call under PoCIDIF?
The budget is a maximum of EUR 20,918,624.37 ERDF (106,634,779.59 lei), with 100% ERDF funding. Of this amount, EUR 18,421,430 goes to less developed regions and EUR 2,497,194.37 to Bucharest-Ilfov. Five hubs receive 50% from PoCIDIF and 50% from the Digital Europe Programme, while Transilvania Digital Innovation Hub and DIGIVEST receive 100% from PoCIDIF.

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
