Who can apply
Micro-enterprises, small and medium-sized enterprises and newly established ICT enterprises with their registered office or a work point in Romania. They can apply alone or in partnership with other SMEs, but newly established enterprises cannot be partners. The company must be active in at least one of the CAEN codes 2611, 2612, 2630, 5821, 5829, 6210, 6220, 6290 or 6310. The project must target a smart specialisation subdomain: microelectronic devices and systems for smart products, networks of the future, communications and IoT, XR technologies, artificial intelligence, traceability technologies, or cognitive robots and agents.

Frequently asked questions
Until when can projects be submitted under PoCIDIF 2.1?
Funding applications are submitted in MySMIS2021/SMIS2021+ by 30 October 2026, 17:00. The initial deadline, 30 September 2026, was extended by MIPE Order No. 1500/29.09.2026. The call is competitive, with a submission deadline.
How much can a company receive under PoCIDIF 2.1?
The grant is a minimum of 200,000 euro. It can reach 3,000,000 euro for projects resulting in an innovative hardware product and 1,500,000 euro for an innovative software solution, service or application, including de minimis aid.
Who can apply for PoCIDIF 2.1?
SMEs and newly established ICT enterprises that have their registered office or a work point in Romania and are active in at least one of the CAEN codes 2611, 2612, 2630, 5821, 5829, 6210, 6220, 6290 or 6310 can apply. They can apply alone or in partnership with other SMEs, but newly established enterprises cannot be partners.
What co-financing must the company provide?
It depends on the type of aid. For regional investment aid, the intensity is 40–75%, depending on the county and the size of the company, and the own contribution must be at least 25%. Industrial research is funded at 60–80%, experimental development at 35–60%, while aid for newly established enterprises and de minimis aid cover up to 100%.
How many projects can a company submit?
Only one project. The condition also applies to linked companies and partners: within a group of companies, only one company can receive funding, for one project. If the same project is submitted several times, only the last one submitted is assessed.
How are projects selected?
Projects are assessed technically and financially, and the excellence threshold is 92 points. Projects that reach it go directly to contracting, in descending order of score, up to 50% of the call allocation. A score of 0 on the innovation criterion or on the team experience criterion leads to the project being rejected.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
