Who can apply
Micro-enterprises, small and medium-sized enterprises (companies established under Law 31/1990, including those established under OUG 6/2011, and cooperatives established under Law 1/2005) with their registered office or a secondary office in the Bucharest-Ilfov region by the first payment at the latest. The concept must be at TRL 3 or higher. Only one project is accepted for each single enterprise.

- Salaries for research, development and innovation (RDI) staff and the secondment of highly qualified staff from research organisations
- Equipment and other tangible assets for industrial research and experimental development, plus materials and consumables
- Intangible assets (software, licences, patents)
- Innovation consultancy and innovation support services: laboratories, market research, testing and quality certification, obtaining and protecting patents
- SaaS software services (artificial intelligence, 3D modelling, simulation) used exclusively for RDI activities
- Testing workshops, dissemination, promotion, participation in fairs and conferences, project management, consultancy for the funding application, indirect costs (flat rate of 7%)

How much can a company receive through the Bucharest-Ilfov Proof of Concept call?
According to the applicant's guide under consultation, the grant for a project is a minimum of 50,000 and a maximum of 200,000 euro. The funding can cover up to 100% of the eligible value, within the de minimis ceiling of 300,000 euro over 3 years for each single enterprise.
What is the budget of call PR BI P1/1.1/1/2026?
The call has a non-refundable allocation of 5,000,000 euro: 2,000,000 euro from the EU contribution (ERDF) and 3,000,000 euro from the state budget.
Who can apply to the Proof of Concept call?
Micro-enterprises and SMEs (companies established under Law 31/1990, including those established under OUG 6/2011, and cooperatives established under Law 1/2005) that have their registered office or a secondary office in the Bucharest-Ilfov region by the first payment can apply. Their innovative concept must be at technology readiness level TRL 3 or higher.
What technology readiness level (TRL) must be reached?
The project starts from TRL 3 at minimum and must go through the stages of TRL 4 (technology validation in the laboratory) and TRL 5 (technology validation in relevant environments). If TRL 5 cannot be reached for objective reasons, the guide provides a "research failure" mechanism: the eligible costs incurred are reimbursed, up to 50% of total eligible costs, with no obligation to repay the sums.
When can projects be submitted?
The submission date has not yet been announced. The public consultation ended on 4 July 2026. The guide provides for 30 days of preparation after the final version is published, then 90 days for submission in MySMIS2021.
Which costs are eligible?
The following are eligible: RDI staff salaries, equipment and materials for research, intangible assets, consultancy and innovation support services (laboratories, market research, testing and certification, patents), SaaS software services for RDI, validation workshops, promotion and participation in fairs, project management, consultancy for the funding application and indirect costs (7% of direct costs).
