Who can apply

Local authorities (UAT) – communes, towns, municipalities and counties – in Gorj, Hunedoara, Dolj, Galați, Prahova and Mureș can apply. Renewable energy communities with legal personality from these counties can also apply, provided they meet the conditions in OUG 163/2022 and the ANRE regulations. Individuals, SMEs and associations cannot apply on their own, but can take part as members of an energy community.

Who can submit projects for energy communities under PDDTJ?

Local authorities (UAT) – communes, towns, municipalities and counties – in Gorj, Hunedoara, Dolj, Galați, Prahova and Mureș can submit projects. Renewable energy communities set up as entities with legal personality that comply with OUG 163/2022 and the ANRE regulations can also submit. Companies, individuals and associations cannot apply on their own, but can be members of an energy community.

Until when can projects be submitted?

Submission is electronic only, in MySMIS2021. It opens on 30 September 2026 at 17:00 and closes on 31 March 2027 at 17:00, unless the Managing Authority amends the guide.

How much money does each county have in this PDDTJ call?

The total budget is 102,822,173 euro, split across separate calls. Gorj has 41,576,941 euro, Mureș 20,816,536 euro, Prahova 13,536,410 euro, Hunedoara 10,148,573.50 euro, Galați 7,749,685 euro, ITI Valea Jiului 5,464,616.50 euro and Dolj 3,529,411 euro. Projects compete only with others from the same county.

What is a renewable energy community?

It is an autonomous legal entity with open and voluntary participation, controlled by members located close to the projects, as defined in OUG 163/2022, approved by Law 110/2026. It must have at least 5 members or shareholders (individuals, SMEs, associations and foundations, or local public administration), and their consumption points and production units must be connected to the network of the same distribution operator. Its main objective is to provide economic, social or environmental benefits to its members or the local area.

Is the call competitive or "first come, first served"?

It is a competitive call with a deadline, and projects must obtain at least 50% of the maximum score on the scoring grid. Projects that pass the threshold can be contracted in order of submission, on a "first come – first evaluated" basis, within the county's allocation. That is why it pays to submit a complete application early.

What obligations does the town hall have after the investment is completed?

The investment is subject to sustainability requirements: for 5 years after the final payment, its ownership and purpose must not undergo substantial changes. In addition, the core activity of the project must account for at least 50% of the eligible budget.

How long does it take to prepare the application?

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.

What happens if I do not qualify?
