Programme sheet · Call window open PDDTJ — Developing renewable energy sources with a view to creating energy communities (UAT) On 26 October 2026, the Ministry of Investments and European Projects (MIPE) issued Order no. 1709/26.10.2026, extending the call under the Sustainable Development and Just Transition Programme (PDDTJ) for "Development of renewable energy sources with a view to creating energy communities". The call has 170 million euro for the administrative-territorial units in Gorj, Hunedoara, Dolj, Galați, Prahova and Mureș, with 98% non-refundable funding.

What changed on 26 October?
Order 1709 was issued on the very day the previous deadline expired. The guide page on mfe.gov.ro now shows "Closing date: 28/01/2027" and states explicitly that the call is being extended. The text of the notice on the guide page evidently contains an error, "28.01.2026"; the official call box shows 28 January 2027, and the signed order is published as a PDF on the same page. The announcement does not describe any other changes to the guide; if you are preparing an application, you should read the order in full, because an amending order can bring changes in content, not only in the timetable.
This is the fourth amendment to the guide since it was approved by MIPE Order no. 6008 of 23 December 2025: erratum no. 9030/26.01.2026, Order no. 461/30.03.2026, OMIPE no. 1278/12.08.2026 and now OMIPE no. 1709/26.10.2026. The consolidated version of the guide and the question-and-answer compilations (24 March and 10 June 2026) are available on the programme page.
Who can apply and for what?
Eligible applicants are the administrative-territorial units in the six just transition counties, including in partnership with the county council or other UATs. The funding targets the development of renewable energy sources with a view to creating energy communities, that is, local energy production for consumption by public authorities and households.
Rules in the call sheet to bear in mind:
- an applicant may submit only one funding application per call;
- the project may include several consumption points, provided that the total installed capacity stays within the limits set by the guide;
- the own contribution of at least 2% is provided from the local budget, plus all ineligible costs in full.
MySMIS2021 contains seven separate calls: PTJ/830/PTJ_P1/NA/GJ (Gorj), PTJ/831/PTJ_P2/NA/HD (Hunedoara), PTJ/832/PTJ_P3/NA/DJ (Dolj), PTJ/833/PTJ_P4/NA/GL (Galați), PTJ/834/PTJ_P5/NA/PH (Prahova), PTJ/835/PTJ_P6/NA/MS (Mureș) and PTJ/859/PTJ_P2/NA/JSO8.1/PTJ_A11, also under Priority 2 Hunedoara. The allocation for each call is set out in the guide.
What you need to know about individual households
In a notice of 25 August 2026, the Managing Authority explained a technical issue in MySMIS2021: the platform requires you to tick the section on individual households and attach the Commitment List, even if the project does not include households. For these cases, the MA recommends attaching a statement on own responsibility explaining the situation; as a result, the score for this criterion is not awarded. In other words, including households is not mandatory, but it earns points in the evaluation.
What it means for your town hall
The three months gained are, in our view, exactly the time needed for a properly built application, not one submitted in a rush. The steps we recommend:
- Finalise the feasibility study and check that the total capacity of the consumption points falls within the limits in the guide.
- Adopt the local council resolution for the 2% co-financing and for the ineligible costs, with specific amounts, not "within the limits of the budget".
- If the project includes households, gather the signed Commitment List in good time; its absence at submission means either a technical rejection or the loss of the score.
- Read OMIPE 1709 in full and compare the annexes with the version used so far, including the August amendments (OMIPE 1278).
Common pitfalls: partnerships without an agreement signed by all parties, land whose legal status has not been clarified, and budgets in which storage equipment is not aligned with the installed capacity. The programme page on our site, PDDTJ – renewable energy for energy communities, and the eligibility check are a starting point for a practical discussion.
