What changed with the corrigendum of 15 October?
According to the ADR North-East announcement, five sections of the Applicant's guide were amended:
- section 3.4 – the co-financing rate;
- section 3.13 – the state aid rules;
- section 4.3 – the project submission deadline;
- section 5.3.3 – the categories of ineligible costs;
- section 7.4 – the mandatory annexes and documents.
The announcement does not detail the new provisions. They can be found in the consolidated guide and in the document "Summary of changes", both published on 15 October. The only change confirmed directly on the call page is the deadline: from 16.10.2026, 12:00, to 16.11.2026, 14:00.
What can be financed?
The call funds improving the energy efficiency of blocks of flats (multi-family residential buildings). Thermal insulation of the building envelope is mandatory. In addition, the project may include:
- upgrading ventilation and air-conditioning systems;
- renewable sources for heating and hot water;
- smart energy management systems;
- modernisation of lifts;
- smart lighting.
Related measures may amount to no more than 15% of the eligible value of the core investment. The project must be based on the energy audit and include activities to inform residents about the benefits and results of the works.
How and by when do you apply?
The call is competitive, with continuous submission, and its closing has been set for 16 November 2026, 14:00. The application is submitted electronically, following the programme's procedure. The consolidated guide, the summary of changes and the responses from the public consultation can be downloaded from the call page on regionordest.ro.
What this means for your business
The recommendations below are our opinion as consultants, not provisions of the guide.
- Re-read your application against the new guide. Changes to co-financing and ineligible costs may alter the project budget and the contribution of the town or the owners. Redo the budget on the consolidated guide, not on the 12 August version.
- Check the annexes. Section 7.4 has been amended. An application compiled from the old list of annexes may be rejected at the administrative check.
- Do not leave submission to the last day. The call is competitive and the funds may run out before the deadline. The €8.4 million is enough for at least 8 projects at the maximum value, and for more if the projects are smaller.
- The energy audit is the basis of the project. The proposed measures must follow from the audit. Keep related measures within the 15% limit.
- The agreement of the homeowners' associations. If you obtain it early, the risk of a bottleneck in the final weeks is lower.
For towns and cities starting from scratch now, three weeks is little if there is no audit and technical documentation yet. It is still worth checking what can realistically be done. You can start with the eligibility check or with the programme page: PR North-East – energy renovation of blocks of flats in towns and cities.
