Towns in the North-East Region can obtain between 200,000 and 1,000,000 euro in non-refundable funding for the energy renovation of residential blocks of flats. The call has 8.4 million euro, and projects are submitted on a rolling basis until 16 October 2026, 12:00.

Who can apply
Only local public authorities of towns in the North-East Region can apply. Municipalities had a separate call, which closed on 26 June 2026. Projects must target residential apartment blocks and be based on an energy audit. Blocks with a mixed roof are eligible. Existing balcony enclosures can be kept only if they are authorised before submission and are compatible with the energy efficiency solution.

Frequently asked questions
Until when can projects for renovating apartment blocks in North-East towns be submitted?
Projects are submitted on a continuous basis between 17 August 2026, 12:00, and 16 October 2026, 12:00. The call is funded through the North-East Regional Programme 2021–2027, Priority 3.
How much can a town receive for a project?
Non-refundable funding is a minimum of 200,000 and a maximum of 1,000,000 euro per project. The total budget of the call is 8,400,195 euro, of which 7,140,165.75 euro from the ERDF.
Can municipalities or communes apply?
No. The call is intended only for local public authorities of towns in the North-East Region. Municipalities had a separate call worth 37.19 million euro, open between 26 January 2026 and 26 June 2026.
Which works are mandatory in the project?
Thermal insulation of the building envelope is mandatory. The other measures (ventilation, renewable sources excluding biomass, energy management, lifts, smart lighting) are eligible only together with the insulation and only if they appear in the energy audit. Related measures may account for a maximum of 15% of the eligible value.
What happens if a block does not meet the 10% energy poverty threshold?
Criterion A.1 requires that at least 10% of households have received heating aid in the last 12 months. A score of 0 rejects that component, not the entire project. However, the final score drops, because it is calculated as the average of all components.
Are blocks with a mixed roof or with already enclosed balconies eligible?
A mixed roof (flat and pitched) does not make the building ineligible. Existing balcony enclosures can be kept only if they are authorised before the funding application is submitted, are in good technical condition and are compatible with the energy efficiency solution.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
