Who can apply

Enterprises of any size (SMEs, including micro-enterprises, and large enterprises) making new investments in STEP sectors in the counties of Dolj, Gorj, Prahova, Mureș, Hunedoara or Galați. SMEs must create at least 2 jobs and large companies at least 15, maintained for at least 12 consecutive months.

What is the Just Transition Participation Fund (FPTJ)?

The FPTJ is a financial instrument of approximately 240 million EUR, managed by the Investment and Development Bank (BID) in partnership with the Ministry of Investments and European Projects, financed from the Just Transition Fund through the Sustainable Development and Just Transition Programme 2021-2027. It offers companies low-interest loans combined with a grant of up to 50% (principal rebate) for new investments in strategic STEP technologies.

Who can receive FPTJ funding, and in which counties?

SMEs (including micro-enterprises) and large enterprises making new investments in STEP sectors in the counties of Dolj, Gorj, Prahova, Mureș, Hunedoara and Galați can apply. Beneficiaries must create at least 2 jobs (SMEs) or 15 (large enterprises) and maintain them for at least 12 consecutive months during the sustainability period.

How much can you obtain per FPTJ project?

Funding (eligible costs, in RON equivalent) ranges from 300,000 EUR to 10 million EUR for SMEs and from 1.5 million EUR to 50 million EUR for large enterprises. The loan covers 100% of eligible costs: 70% at 0% interest and 30% at market interest. Once the investment is completed, a grant of up to 50% of the loan may be awarded, within the maximum state aid intensity for the county.

How do you apply to the FPTJ?

The process has three stages. In Stage 0, you send the project summary sheet and the applicant's declaration to fonduriue@bidromania.eu, on a continuous basis, until the allocation is exhausted. In Stage 1, after BID's notification and the publication of the state aid scheme, you submit the aid application and the technical and economic documentation for the technical review with JASPERS/EIB. In Stage 2, you submit the loan application to one of the financial intermediaries selected by BID, within a maximum of 60 days.

By when must the investment be completed to receive the grant (capital rebate)?

Loan agreements must be signed by 29 March 2030. The investment must be completed within the deadline set in the funding contract, but no later than 30 September 2030, in order to receive the grant of up to 50%. If the deadline is missed, the beneficiary keeps only the interest rebate, provided the investment is completed by 31 December 2030.

Is there a funding limit per county?

Yes. Until 31 March 2027, MIPE may apply a territorial balancing mechanism: projects that would take a single county above 60% of total funding go on a reserve list, without being rejected. From 1 April 2027 the mechanism ends, and the number of newly created jobs counts when ranking projects.

How long does it take to prepare the application?

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.

What happens if I do not qualify?

We tell you before any contract is signed, and if another suitable programme exists, we point you to it.
