What is the PRO INFRA state aid scheme?
PRO INFRA is a state aid scheme of the Ministry of Transport and Infrastructure, funded from the Modernisation Fund. It supports investments that develop national production capacity for raw materials, materials and products needed for transport infrastructure projects. It was approved by OMTI no. 2292/2025 (MO no. 20/14.01.2026).
What is the budget of the PRO INFRA programme?
Following the amendment by OMTI no. 101/2026 (MO no. 119/12.02.2026), the scheme budget is 100,000,000 euro, down from the original 200 million euro. The average annual budget cannot exceed 90,000,000 euro. The funds are allocated through several successive competitive tendering procedures until the budget is exhausted.
How much can a company receive through PRO INFRA?
The maximum amount of state aid requested cannot exceed 15,000,000 euro per beneficiary.
Who can apply to PRO INFRA?
Micro-enterprises, small and medium-sized enterprises and large enterprises, lawfully established, that operate under the eligible CAEN codes listed in the annex to the scheme, can apply.
When can projects be submitted to PRO INFRA?
The submission period has not yet been announced. As of 27 September 2026, the official pages for the applicant's guide and for calls for proposals on fonduri.mt.ro are still "being updated", so there is no open call.
How are projects selected in PRO INFRA?
The scheme operates through a competitive tendering procedure. Each procedure has its own budget, and projects are ranked competitively within that budget.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
