DR-18 AFIR — investments in floriculture, medicinal and aromatic plants
Through DR-18, AFIR gives farms growing flowers, ornamental, medicinal and aromatic plants up to €100,000 per project (85% or 65% of costs). The budget is €5 million. Online submission is open until 31 October 2026, 16:00, with a threshold of 40 points in October.

Who can apply
Legally constituted farmers with holdings of at least €2,000 SO (SOC 2020 coefficients): PFA, II, IF, SNC, SCS, SA, SCA, SRL, privately owned commercial companies (Law 15/1990) and agricultural companies (Law 36/1991). Agricultural cooperatives (Law 566/2004), cooperative societies (Law 1/2005), and producer groups and organisations recognised by MADR can also apply. Agricultural research and development and teaching institutes, stations and units can apply only for production units registered with APIA/ANSVSA/ANZ. Unauthorised natural persons are not eligible.

Frequently asked questions
Until when can you submit under DR-18 in 2026?
The DR-18 call window is open from 1 September 2026, 09:00, to 31 October 2026, 16:00. Submission is online only, at www.afir.ro. The call window may close earlier if the submitted projects reach at least 150% of the allocation. The exception is the first 5 days of each monthly stage.
What is the minimum score a DR-18 project needs?
The quality threshold was 70 points from 1 to 30 September 2026. From 1 to 31 October 2026 it is 40 points, which is also the minimum selection threshold. The platform does not accept applications with an estimated score below the threshold for the current month.
How much funding can you get through DR-18?
Public support is up to €100,000 per project. Farms with an economic size between €2,000 and €11,999 SO receive 85% of eligible costs. Farms of at least €12,000 SO receive 65%. The total budget of the call window is €5,000,000.
Who can apply under DR-18?
Legally constituted farmers (PFA, II, IF, SRL, SA, agricultural companies, etc.), agricultural cooperatives, cooperative societies, and producer groups or organisations recognised by MADR can apply. The holding must have at least €2,000 SO and be registered with APIA/ANSVSA/ANZ before submission. Unauthorised natural persons are not eligible.
What investments does DR-18 fund?
DR-18 funds the establishment, expansion and modernisation of farms growing flowers, ornamental, medicinal and aromatic plants, in the open field, in greenhouses or in polytunnels. It also funds new machinery (including through leasing), conditioning and storage units, and precision agriculture. On-farm processing, marketing, irrigation, access roads and renewable energy for own consumption are included as secondary components. Land, buildings and tractor units are not eligible.
Can I apply under DR-18 if I have already applied under DR-14?
No. If you applied under DR-14 (“Investments in small farms”) for the flowers, aromatic, medicinal or ornamental plants sub-sectors, you can no longer apply under DR-18. In addition, only one application per intervention can be submitted in a call window.
