Through DR-14, AFIR gives small farms (4,000–11,999 euro SO) up to 50,000 euro per project, at most 85% of eligible costs. The budget of the call window is 108 million euro, across 4 components. Applications are submitted online until 31 October 2026, 16:00.

Who can apply

Farmers can apply, except for unauthorised natural persons. The accepted legal forms are PFA, individual enterprise, family enterprise, SNC, SCS, SA, SCA, SRL and privately owned commercial company (Law 15/1990). The holding must have an economic size between 4,000 and 11,999 euro SO. The minimum threshold is 2,000 euro SO for livestock farms with native breeds and for flowers, aromatic, medicinal and ornamental plants, and 2,300 euro SO for vegetable farms. Farmer status is verified against IACS – APIA. Applicants that are in liquidation, insolvency or bankruptcy cannot apply.

Frequently asked questions

Until when can projects be submitted under DR-14 in 2026?

Applications are submitted online at www.afir.ro from 1 September 2026, 09:00, until 31 October 2026, 16:00. Submission under a component may stop earlier if the submitted projects reach at least 150% of its allocation.

How much money can I receive through DR-14?

Up to 50,000 euro per project, i.e. a maximum of 85% of eligible costs. The remaining minimum of 15% and the ineligible costs are paid by the farmer. The funds are received through reimbursement of costs already paid.

What size must the farm be to be eligible?

The farm must be between 4,000 and 11,999 euro SO. The minimum threshold is 2,000 euro SO for livestock farms with native breeds and for flowers, aromatic, medicinal and ornamental plants, and 2,300 euro SO for vegetable farms. SO is calculated from APIA and ANSVSA/ANZ records.

Can a natural person apply under DR-14?

No. Unauthorised natural persons cannot apply. Farmers organised as a PFA, individual enterprise, family enterprise, SNC, SCS, SA, SCA, SRL or privately owned commercial company can apply, provided they are registered with APIA/ANSVSA in that legal form.

What is the budget of the DR-14 call window and how is it split?

The budget is 108 million euro: 30 million each for the livestock sector, vegetable growing and other sectors, and 18 million for projects proposing only simple purchases, regardless of sector.

What score must the project achieve?

The minimum selection threshold is 40 points. The quality threshold is 80 points from 1 to 30 September 2026 and 40 points from 1 to 31 October 2026, for all four components.

How long does it take to prepare the application?

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.

What happens if I do not qualify?
