Frequently asked questions
Can projects already be submitted under DR-21?
No. The DR-21 applicant's guide is in public consultation until 29 September 2026. The date of the submission call window has not yet been announced. AFIR will communicate it once the Ministry of Agriculture approves the final guide.
How much can a farm receive under DR-21?
According to the consultation version of the guide, the maximum support is €50,000 per beneficiary. The intensity of the non-refundable public support is up to 90% of eligible costs. The remaining 10% or more is covered from your own funds.
Who can apply under DR-21?
Sheep and goat farmers whose holding is registered with an ANSVSA code and who have a flock of at least 150 head can apply. The selection criteria and the minimum score will be set in the final guide.
Can cattle or pig farmers apply too?
The AFIR press release speaks generally about farmers who own livestock holdings. However, the official announcement on oportunitati-ue.gov.ro states that the support is aimed at sheep and goat farmers, to prevent peste des petits ruminants and sheep and goat pox. The eligible species will be confirmed in the final guide.
What investments does DR-21 fund?
It funds decontamination, disinfection and disinsection equipment and sanitary-veterinary filter installations. Protective fences, demarcation systems and access control systems for the holding are also eligible. The full list of costs and the ceilings per category will be confirmed in the final guide.
What is the DR-21 budget and where do I send comments on the guide?
The proposed budget for the upcoming call window is €9 million. Projects can be submitted up to a ceiling of 300% of the allocation. Comments on the guide must be sent by 29 September 2026 to consultare@afir.ro or via the "Adaugă o solicitare" form on AFIR's public debate page.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.

Call window openDR-14 AFIR — investments in small farms
Through DR-14, AFIR gives small farms (4,000–11,999 euro SO) up to 50,000 euro per project, at most 85% of eligible costs. The budget of the call window is 108 million euro, across 4 components. Applications are submitted online until 31 October 2026, 16:00.
