APIA emergency support for maize and sunflowers affected by the 2025 pedological drought

Farmers whose maize and/or sunflowers were affected by the 2025 drought by 30–100% receive up to 333 lei/ha through APIA. The budget is 155,361,520 lei, and payment is made by 31 December 2026.

Who can apply

Farmers who are natural persons, PFAs (sole traders), IIs and IFs (family businesses) can apply. Legal entities can also apply: agricultural and commercial companies, producer groups and organisations, cooperatives, universities, and research institutes and stations. All of them must have a payment application submitted to APIA for 2025. They also need a record of findings on the damage for June–August 2025, showing 30–100% damage to the crop, and must appear in the consolidated statement of the county agricultural directorate. Farmers declared ineligible for the area payment or for the transitional national aid in the 2025 campaign are not eligible.

Frequently asked questions

How much per hectare will I receive for maize or sunflower affected by the 2025 drought?

Maximum 333 lei/ha, for damage of over 90%. For damage between 30% and 90%, the amount is 333 lei multiplied by the damage percentage and divided by 100. For example, for damage of 50–70% the average of 60% is used, giving 199.8 lei/ha, or 19,980 lei for 100 ha.

When and where do I submit the application for drought support?

First, the county agricultural directorates send APIA the lists of farmers with damage records, within a maximum of 10 working days from the entry into force of the decision. After this period, farmers have 20 working days to submit the application to the APIA centre where they submitted their 2025 payment application. The application can be submitted at the counter, by fax, by post or by e-mail, and APIA provides pre-filled applications.

Can I receive the support if I do not have a damage record?

No. The record of findings and assessment of damage for June–August 2025, drawn up on the model in MADR/MAI Order no. 97/63/2020 and showing damage of at least 30%, is an eligibility condition. In addition, the farmer must appear in the consolidated statement of the county agricultural directorate.

Can the support be combined with compensation from an insurer?

Yes, but together they cannot exceed 80% of eligible costs, set by the decision at approximately 6,560 lei/ha. APIA also checks the ceiling of 40% of the estimated loss of income for 2025. Compensation received must be declared in the application, and anything above the ceiling is recovered with interest.

What happens if I took over the holding from another farmer?

The application can be submitted by the person who took over the holding. They attach the transfer document and the damage record drawn up in the name of the previous holder.

When will I receive the money?

Payment is made through APIA by 31 December 2026 at the latest, into the account indicated in the application. If you have changed your bank account since 2025, attach a copy of the bank statement to the application.

How long does it take to prepare the application?

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.

What happens if I do not qualify?

We tell you before any contract is signed, and if another suitable programme exists, we point you to it.
