DR-31 AFIR — financial contributions towards insurance premiums (crops and animals)
Through DR-31 (CAP Strategic Plan 2023–2027), active farmers can recover from AFIR 50% of the eligible insurance premium actually paid for crops or animals. The guide has completed consultation, but the final guide and the call window have not been announced.

Who can apply
Active farmers, as defined in national legislation, both crop growers and livestock breeders. The application is submitted by the natural person or by the legal representative of the legal entity, who must be at least 18 years old on the date of submission. The other eligibility conditions will be set in the final guide.

Frequently asked questions
How much of the insurance premium is reimbursed under DR-31?
According to the guide published for consultation by AFIR, the non-refundable support is 50% of the eligible insurance premium actually paid by the farmer. The percentage can be confirmed or changed only by the final guide.
Can the application for DR-31 already be submitted?
No. As of 3 October 2026, AFIR has not launched the DR-31 submission call window. The public consultation ended on 8 September 2026, and the final guide and the call window calendar have not yet been announced.
Can livestock breeders apply under DR-31 too?
Yes. Besides climate risks and plant pests, DR-31 also covers policies for animal diseases. The applicant must be an active farmer and be at least 18 years old on the date the application is submitted.
What risks must the policy cover for me to receive DR-31 support?
According to the AFIR press release, policies must cover losses caused by adverse climate events (drought, heat, floods, hail, frost, storm, gale, torrential rain, tornadoes, hurricanes, excessive and prolonged rain), plant pests or animal diseases. The full list of eligible risks will be in Annex 3 of the final guide.
Why is DR-31 support lower than under sub-measure 17.1?
Sub-measure 17.1 of the PNDR 2014–2020 reimbursed 70% of the eligible premium paid in the 2024 call window, with an allocation of €30,416,346. DR-31, under the CAP Strategic Plan 2023–2027, proposes 50% in the consultation guide. AFIR does not explain the difference in its press release.
What documents should I prepare for DR-31?
The official list will be published in AFIR's final guide. Until then, it is prudent to have to hand your insurance policy, proof of actual payment of the premium and the documents attesting your status as an active farmer.

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?

Call window openDR-14 AFIR — investments in small farms
Through DR-14, AFIR gives small farms (4,000–11,999 euro SO) up to 50,000 euro per project, at most 85% of eligible costs. The budget of the call window is 108 million euro, across 4 components. Applications are submitted online until 31 October 2026, 16:00.
