Tomata 2027 Programme — de minimis aid for vegetables grown in greenhouses and polytunnels (HG 325/2025)
Vegetable growers who cultivate at least 1,000 sq m in greenhouses or polytunnels receive 1.5 euro/sq m (1,500 euro for 1,000 sq m), as de minimis aid under HG 325/2025. Applications for 2027 are submitted to the DAJ between 2 February and 15 April 2027 inclusive.

Who can apply
Enterprises in primary agricultural production: producers holding a certificate issued under Law 145/2014, authorised natural persons (PFA), individual and family businesses, and legal entities. You must grow vegetables in protected spaces (greenhouses or polytunnels) on at least 1,000 sq m. A minimum share of the area must be planted with tomatoes, as set out in Annex 1 (for example, at least 1,000 sq m of tomatoes where the total area is between 1,000 and 2,000 sq m). You must also prove the minimum production set out in Annex 3.

Frequently asked questions
How much will I receive under the Tomata Programme for a 2,000 sq m polytunnel?
At 1.5 euro per sq m, 2,000 sq m comes to 3,000 euro. The amount is paid in lei at the National Bank of Romania (BNR) exchange rate of 29 January 2027. To receive it you must grow tomatoes on at least 1,000 sq m and prove the minimum production set out in Annex 3 of HG 325/2025.
When and where do I submit the application for the Tomata Programme 2027?
The application is submitted to the county directorate for agriculture (DAJ) of the county where the protected spaces are located, between 2 February and 15 April 2027 inclusive. It can be submitted in person, by post or electronically. HG 325/2025 sets a single submission period, and applications sent after 15 April are not accepted.
Which documents must be attached to the Tomata Programme application?
The application must be accompanied by a copy of your identity document, a valid producer certificate or proof of registration with the Trade Register for PFAs, IIs, IFs and companies, the certificate from the agricultural register and proof of a bank account. The certificate and the attestation must be valid on the date of submission. Throughout the growing cycle you must also keep the plant protection treatment register, endorsed by the county phytosanitary office.
What minimum production must be proved under the Tomata Programme?
Annex 3 of HG 325/2025 sets minimum yields per 1,000 sq m: for example 3,000 kg for tomatoes, 4,000 kg for cucumbers, 2,000 kg for bell peppers and 10,000 plants for lettuce. Production is proved with pages from the marketing booklet, electronic invoices or reports from electronic fiscal cash registers accompanied by the daily fiscal report "Z". The documents must be submitted to the DAJ by 24 October inclusive.
Are cash register receipts accepted as proof of sale under the Tomata Programme?
Yes, since October 2025, following the amendment introduced by HG 854/2025. Reports from electronic fiscal cash registers, together with the daily fiscal report "Z", are accepted alongside electronic invoices and pages from the marketing booklet. This option mainly helps businesses that sell directly in markets.
How much can a business receive in total from agricultural de minimis aid?
De minimis aid for agriculture is capped at 50,000 euro per single undertaking over any 3-year period, under Regulation (EU) 1408/2013, as amended by Regulation (EU) 2024/3118. All agricultural de minimis aid received counts towards the ceiling, not only that from the Tomata Programme. For 2026 the programme had 275 million lei, and the budget for 2027 has not yet been announced.
