Tomata Programme 2027: €1,500 per 1,000 sq m of greenhouse, applications from 2 February to 15 April
Vegetable growers with at least 1,000 sq m of greenhouses or polytunnels can claim de minimis aid of €1.5/sq m in 2027 (HG 325/2025). Applications are submitted to the DAJ between 2 February and 15 April 2027.

The support is €1.5 per sq m, i.e. €1,500 for 1,000 sq m, and applications for 2027 are submitted to the County Directorate for Agriculture (DAJ) between 2 February and 15 April 2027 inclusive. Farmers who applied in 2026 now have another important deadline: the documents proving that the produce was harvested or sold must be submitted by 24 October inclusive.

Who can apply and what conditions must be met?
The scheme is open to businesses in primary agricultural production: producers holding a certificate issued under Law 145/2014, authorised natural persons (PFA), individual and family businesses, and legal entities. The main condition is that you grow vegetables in protected spaces on an area of at least 1,000 sq m.
The decision also requires a minimum area of tomatoes, which rises with the total area (Annex 1). A few examples from the table:
- between 1,000 and 2,000 sq m in total: at least 1,000 sq m of tomatoes;
- between 3,001 and 4,000 sq m: at least 2,000 sq m of tomatoes;
- over 10,000 sq m: at least 6,000 sq m of tomatoes.
Production matters too. Annex 3 sets minimum yields per 1,000 sq m. For example: 3,000 kg of tomatoes, 4,000 kg of cucumbers, 2,000 kg of bell peppers and 10,000 lettuce plants. Besides tomatoes, the programme covers peppers (bell, long, gogoșar, hot), cucumbers, aubergines, spring onions, green beans, lettuce, spinach and cabbage.
How and by when should the 2027 application be submitted?
The application is submitted to the DAJ of the county where the protected spaces are located, in person, by post or electronically, between 2 February and 15 April 2027 inclusive. Under HG 325/2025, the following must be attached to the application:
- a copy of the identity document;
- the valid producer certificate, or proof of registration with the Trade Register for PFAs, IIs, IFs and companies;
- the certificate from the agricultural register;
- proof of the bank account.
Throughout the crop cycle you must keep the plant protection treatment register, endorsed by the county phytosanitary office. Representatives of the DAJ and of the APIA centres carry out field checks within 7 working days of receiving the notifications.
Which sales documents are accepted, and by when?
The documents proving that the produce was harvested or sold must be submitted to the DAJ by 24 October inclusive. For applications submitted in 2026, the deadline is 24 October 2026. The following are accepted:
- pages from the sales booklet, for certified producers;
- electronic invoices;
- reports generated by electronic fiscal cash registers, accompanied by the daily fiscal closing report "Z".
Cash register reports were recognised as proof only after the amendment introduced by HG 854/2025. This helps above all businesses that sell directly at markets. The DAJ sends the ministry the list of eligible beneficiaries by 15 November. The money is transferred once the Ministry of Finance approves the opening of budget appropriations.
What changed in 2026?
On 4 May 2026, the Government amended Article 8 of HG 325/2025 and allocated 275 million lei from the MADR budget to pay the applications submitted in 2026. The amount remained €1.5 per sq m. The sum for 2027 is to be set by a separate act. It has not yet been officially published.
What this means for your business
Our recommendation for those who applied in 2026: gather your invoices, Z reports or booklet pages now. Then check whether they cover the minimum production for the entire declared area. If these documents are missing on 24 October, you risk losing the support.
For 2027, preparation starts well before 2 February:
- the producer certificate and the agricultural register certificate must be valid on the date of submission;
- plan your tomato area according to the table in Annex 1, because too small a share of tomatoes takes you out of the scheme;
- if you sell through a company, use the cash register or electronic invoice from the start for every delivery;
- calculate the de minimis aid received in the last 3 years, including from other schemes, so that you do not exceed the €50,000 ceiling.
The scheme suits vegetable growers who sell steadily on the market. Those who produce mainly for their own consumption will find it hard to prove the minimum production. If you want to find out which other funding suits you, for example for extending greenhouses, you can use the eligibility check.
Frequently asked questions
How much would I receive for a 2,000 sq m polytunnel?
At €1.5 per sq m, 2,000 sq m means €3,000. The amount is paid in lei at the BNR exchange rate of 29 January 2027. You must grow at least 1,000 sq m of tomatoes and prove the minimum production.
Can I submit the application after 15 April 2027?
No. HG 325/2025 sets a single submission period for 2026 and 2027, from 2 February to 15 April inclusive. Applications submitted after this date are no longer accepted.
Are fiscal receipts accepted as proof of sale?
Yes, since October 2025. Reports from electronic fiscal cash registers, together with the daily fiscal report "Z", are accepted alongside electronic invoices and pages from the sales booklet.
How much can a company receive in total?
De minimis aid for agriculture is capped at €50,000 per single undertaking over any 3-year period, under Regulation (EU) 1408/2013, as amended by Regulation (EU) 2024/3118. The ceiling covers all agricultural de minimis aid received, not only aid from this programme.
Is there a budget for 2027?
The scheme is approved for 2025–2027, but the sum for 2027 has not yet been announced. For 2026, 275 million lei have been allocated.
