APIA wine-sector investments: deadline extended to 30 November, €11.04 million for wineries Programme sheet · Call window open CAP Strategic Plan 2023–2027 — investments in the wine sector IS-V-02 and IS-V-07 (APIA), extended deadline Deadline: 30 November 2026

The Ministry of Agriculture and Rural Development (MADR) has extended until 30 November 2026 the call window for funding applications for investments in the wine sector, interventions IS-V-02 and IS-V-07 of the CAP Strategic Plan 2023–2027. The call window, managed by APIA, was due to close on 19 October. The total budget is 11,044,419 euro, and by 15 October only 21 applications had been submitted, worth 5,935,436.80 euro, which is less than 41% of the threshold at which the main intervention can be closed early.

In brief

  • Programme: CAP Strategic Plan (PS PAC) 2023–2027, interventions IS-V-02 "Investments in tangible and intangible assets" and IS-V-07 "Investments in tangible and intangible assets aimed at increasing the sustainability of wine production"
  • Authority: MADR, through APIA (Market Measures Directorate)
  • Beneficiaries: wine producers with plantations entered in the Register of Vineyard Plantations: SMEs and other enterprises with fewer than 750 employees or an annual turnover below 200 million euro
  • Total budget: 11,044,419 euro (9,348,921 euro for IS-V-02 and 1,695,498 euro for IS-V-07); 30% for projects with complex purchases, 70% for simple purchases
  • Value per project / intensity: IS-V-02: up to 1,500,000 euro (complex purchases) or 400,000 euro (simple purchases); IS-V-07: up to 650,000 euro and 250,000 euro respectively; support of up to 50% of eligible costs for SMEs, 40% in the Bucharest-Ilfov region
  • Submission period: 17 August – 30 November 2026 (deadline extended from 19 October), with the possibility of early closure at 150% of the allocated ceiling
  • Status: call open; as at 15 October: 18 applications under IS-V-02 (5,699,920.52 euro, 40.65% of the threshold) and 3 applications under IS-V-07 (235,516.28 euro, 9.26% of the threshold)

What has changed and why

The extension was announced by MADR on 15 October and confirmed by APIA on 16 October. The Ministry says it responded to requests from producer organisations, which asked for time to prepare the technical documentation. Interim Minister Tánczos Barna stated that the call window was extended "because we do not want any producer who intends to invest in modern technology, energy efficiency and sustainable practices to be disadvantaged".

The figures explain the decision. Under IS-V-02, the largest intervention, the applications submitted by 15 October covered 40.65% of the closing threshold, and under IS-V-07 only 9.26%. In other words, the funds are far from exhausted, and a well-prepared project submitted in November has a real chance of being funded in this call window.

One important point: the call window may close before 30 November if the total value of applications reaches 150% of the allocated financial ceiling. In the original order of February 2025 the threshold was 120%; the framework was later amended by MADR Order No 203/2026, published on the APIA 2026 call window page. The current pace of submissions makes early closure unlikely, but does not rule it out.

Who can apply?

According to the annexes to MADR Order No 49/2025, both SMEs and other enterprises with fewer than 750 employees or an annual turnover below 200 million euro are eligible. The basic condition is that the applicant is a wine producer with plantations entered in the Register of Vineyard Plantations and has submitted the mandatory harvest declarations at the time of application. Companies in insolvency, those without valid tax certificates and those in a conflict of interest are not eligible.

The support intensity for IS-V-02 is up to 50% of eligible costs for SMEs in all regions, except the Bucharest-Ilfov region (RO32), where the ceiling is 40%. Enterprises that are not SMEs but have fewer than 750 employees receive half: 25% and 20% respectively. For IS-V-07, the intensity conditions are set out in Annex No 2 to the same order.

Which investments are eligible?

IS-V-02 funds investments that improve the performance and competitiveness of wine enterprises, including energy savings and sustainable processes. Annex No 1 to the order lists, among others:

  • construction, extension or modernisation of buildings intended for winemaking, quality control laboratories and presentation and sales areas;
  • renovation and modernisation of buildings for reception, production, packaging and storage;
  • purchase of installations and equipment for reception, production, packaging, laboratories and environmental systems;
  • equipment and machinery for vineyards, including technological trailers;
  • intangible assets: fees for specialists, consultancy, feasibility studies, patents, trademarks.

IS-V-07 targets the sustainability of wine production: improved water use and management, conversion to organic production, integrated production techniques, equipment for precision production methods and soil conservation.

Ineligible costs include, among others: expenses already funded through IS-V-01 (restructuring and conversion), irrigation under IS-V-02, second-hand goods, tractors and transport vehicles, access roads outside the holding, recoverable VAT, demolition, landscaping and vocational training.

How and by when do you apply?

Funding applications, accompanied by supporting documents, are submitted electronically through the APIA information system (Investment Portal), and the paper file is delivered to the APIA County Centres. The deadline is 30 November 2026. The 2026 call window page publishes the information guides for each intervention (parts I and II), the general instructions for files, the procurement procedure for private beneficiaries (MADR Order No 158/2025) and the portal user guides.

The difference between simple and complex purchases matters for the ceiling and for the documents: the order requires, as applicable, the building/renovation/rehabilitation/modernisation permit for investments that include such works, and the exact classification of the project is described in the information guide for each intervention.

APIA offers online support to applicants via Zoom, on Tuesdays and Thursdays between 11:00 and 13:00, and questions can be sent to vie.investitii@apia.org.ro.

What this means for your business

Our recommendation: the six weeks gained are enough for a project with simple purchases (winemaking equipment, bottling line, vineyard machinery), where the documentation comes down to quotes, proof of ownership or surface rights over the property where the investment is made, and the investment plan. For complex projects involving construction works, time is tight but feasible if you already have the urban planning certificate and the technical project under way.

Common pitfalls we see at evaluation: missing harvest declarations or ones not submitted on time, plantations not entered or not updated in the Register of Vineyard Plantations, quotes that do not follow the procurement procedure for private beneficiaries, and the inclusion of ineligible costs (tractors, access roads, VAT). Also check your SME classification, as it determines whether you receive 50% or only 25%.

The programme suits small and medium-sized wineries that want to modernise their production line or open a presentation and sales area, as well as vineyard farms that need machinery. If you are not sure about eligibility, you can use the eligibility check or consult the programme page on the website.

Frequently asked questions

Until when can applications for IS-V-02 and IS-V-07 be submitted?

Until 30 November 2026, according to the MADR announcement of 15 October and the APIA communiqué of 16 October 2026. The original deadline was 19 October. The call window may close earlier only if the value of submitted applications reaches 150% of the allocated ceiling, which as at 15 October was far off: 40.65% under IS-V-02 and 9.26% under IS-V-07.

How much can a winery receive?

Under IS-V-02, the maximum support is 1,500,000 euro per programme for projects with complex purchases (with construction works) and 400,000 euro for simple purchases (equipment). Under IS-V-07, the ceilings are 650,000 euro and 250,000 euro respectively. The intensity is up to 50% of eligible costs for SMEs (40% in Bucharest-Ilfov), with the remainder being own co-financing.

Can a company that is not an SME apply?

Yes, if it has fewer than 750 employees or an annual turnover below 200 million euro and is a wine producer with plantations entered in the Register of Vineyard Plantations. However, the support intensity is halved compared with SMEs: 25% in most regions and 20% in Bucharest-Ilfov, according to Annex No 1 to MADR Order No 49/2025.

Can I buy a tractor or second-hand machinery?

No. The annex to MADR Order No 49/2025 explicitly excludes tractors and transport vehicles, as well as second-hand goods. New equipment and machinery for vineyards, including technological trailers, and equipment for reception, winemaking, packaging and laboratories are eligible.

What documents do you need to prepare for a simple project?

In addition to the funding application in the APIA portal, applicants must submit documents proving ownership or superficies rights over the property where the investment is carried out (a concession is accepted, according to the APIA clarification note of 7 September 2026), proof that the vineyards are entered in the Register of Vine Plantations, harvest declarations, tax certificates and the quotes obtained in line with the procurement procedure approved by MADR Order no. 158/2025. The funded assets must remain in the beneficiary's ownership and possession for at least 5 years from the date of purchase.
