Wine producers can apply to APIA for up to €1.5 million (IS-V-02) or €650,000 (IS-V-07) for investments in wineries and wine production. The budget is €11,044,419, and applications are funded in order of registration, until 19 October 2026.

Who can apply
Wine growers who produce wine and have plantations entered in the Register of Vineyard Plantations. Under MADR Order No 49/2025, SMEs (micro-enterprises, small and medium-sized enterprises) can apply. Other enterprises with fewer than 750 employees or an annual turnover below €200 million can also apply.

- Renovation or rehabilitation of production buildings
- Installations and equipment for reception, production, packaging and storage
- Environmental protection and energy efficiency systems (e.g. solar panels, storage, wastewater treatment)
- Intangible assets: specialist fees, feasibility studies, patents, licences and authorisation fees
- IS-V-07: investments in tangible and intangible assets that increase the sustainability of wine production

Frequently asked questions
What is the deadline for submitting applications for IS-V-02 and IS-V-07 in 2026?
Funding applications are submitted to APIA (Payments and Intervention Agency for Agriculture) between 17 August and 19 October 2026, through the dedicated IT system. The call window may close early if the value of applications reaches 150% of the budget of an intervention.
What is the budget of the 2026 call window for investments in the wine sector?
The total budget is €11,044,419: €9,348,921 for IS-V-02 (investments in tangible and intangible assets) and €1,695,498 for IS-V-07 (investments that increase the sustainability of wine production).
What is the maximum support per investment programme?
Under IS-V-02, up to €1,500,000 for complex purchases and €400,000 for simple purchases. Under IS-V-07, up to €650,000 for complex purchases and €250,000 for simple purchases.
What percentage of the investment does the funding cover?
SMEs outside the Bucharest-Ilfov region receive up to 50% of eligible costs, and those in Bucharest-Ilfov up to 40%. Other enterprises (fewer than 750 employees or turnover below €200 million) receive 25%, or 20% in Bucharest-Ilfov.
Which costs are ineligible?
Second-hand goods and equipment, investments in irrigation, tractors and any transport vehicles, recoverable VAT, and costs incurred before the funding decision is issued are not eligible. Feasibility studies are an exception.
Is there still money available in the 2026 call window?
Yes. On 25 September 2026, APIA had registered 12 applications worth €4.17 million (10 under IS-V-02 and 2 under IS-V-07). That is 28.44% and 7.02% respectively of the 150% threshold that closes the call window.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?

Through DR-14, AFIR gives small farms (4,000–11,999 euro SO) up to 50,000 euro per project, at most 85% of eligible costs. The budget of the call window is 108 million euro, across 4 components. Applications are submitted online until 31 October 2026, 16:00.
