Funding for bakeries and patisseries: the North-East call of up to €300,000, SME Eco-Tech and LAG
A bakery or pastry shop now has two suitable calls: Regio North-East for micro-enterprises, with €100,000–300,000 and submission from 28 September to 28 October 2026, and SME Eco-Tech, with registrations until 30 December. In villages there is also LEADER, through LAGs (GAL).

For a bakery or patisserie (CAEN code 1071) there are now two funding opportunities already launched. The Regio North-East call for micro-enterprises awards between €100,000 and €300,000 per project, with submission in MySMIS between 28 September and 28 October 2026. The SME Eco-Tech programme awards a grant of up to 267,240 lei, combined with a bank loan, and registrations are open until 30 December 2026, 20:00. In rural areas there is also a third route: the LEADER calls launched by Local Action Groups (LAG, GAL).
There is no programme dedicated solely to bakery and bread-making. That is why the first thing to check for each call is whether your activity appears on the list of eligible CAEN codes.

Which call suits a bakery at the moment?
1. Regio North-East – modernisation of micro-enterprises (Call 2)
The call has been launched. The managing authority published the applicant's guide on 27 August 2026, and funding applications are submitted in MySMIS between 28 September and 28 October 2026.
- Who can apply: micro-enterprises based in the North-East Region (Bacău, Botoșani, Iași, Neamț, Suceava, Vaslui), for investments in both urban and rural areas.
- Funding: total budget of €20,370,738.40. Non-refundable funding is a minimum of €100,000 and a maximum of €300,000 per project. The applicant contributes at least 10% of eligible costs.
- What it funds: developing or diversifying production or services, new technologies, automation, intangible assets, marketing and branding.
- Selection: the call is competitive. A project must obtain at least 70 points.
The eligible activities are listed in Annex 5 – Indicative list of eligible fields of activity, included in the guide package. Before you start work on the project, check in this annex whether 1071 appears and whether it has any restrictions. ADR North-East also has a self-assessment tool at ne.myadr.ro. 2. SME Eco-Tech – green and digital equipment
The programme of the Ministry of Economy is 70% funded by the Swiss Confederation and has a total budget of 288,843,072 lei. It is aimed at micro-enterprises and SMEs in trade, services and production. The funding has two components: a grant of up to 40% of the investment value, capped at 267,240 lei, and a bank loan of at least 60%, taken from one of the partner banks. The project must have an eligible value of at least 668,100 lei. At least 40% of eligible costs must go on green or digital equipment. Registration is online only, at sme-ecotech.gov.ro, until 30 December 2026, 20:00. Details in the SME Eco-Tech programme sheet.
For a bakery, examples of such equipment are energy-efficient ovens or production management software. In practice, the minimum threshold of 668,100 lei makes the programme suitable mainly for bakeries that already have sales and can take out a loan.
3. LEADER (DR-36), through LAGs – for village bakeries
Under intervention DR-36, AFIR finances projects selected by Local Action Groups (LAG, GAL), based on local development strategies. Non-refundable support is up to €200,000 per project, and the intensity can reach 100%, depending on the type of operation. The CAEN codes accepted for non-agricultural activities are in Annex 13 of the DR-36 documents published by AFIR, version of 24 July 2025. There you can check whether the whole of code 1071 is accepted or only part of it. Calls, budgets and deadlines are set by each LAG, so follow the announcements of the LAG covering your commune.
What is coming in other regions
In the South-East Region, a call is in preparation for micro-enterprises in the Danube Delta ITI: Action 1.6, operation A.1. The launch date and final conditions have not yet been announced. What costs can a bakery project usually cover?
The exact list is set in the guide for each call. The types of investment below correspond to the eligible costs in the North-East call: tangible assets, intangible assets, marketing and branding.
- production lines: mixers, dividers, proofers, tray or deck ovens, cooling and freezing equipment;
- automation of packaging and labelling;
- production, management or online sales software (intangible assets);
- building a brand identity and promoting products, where the call allows it.
All equipment must be new. In the version of the North-East guide put out for consultation, second-hand equipment was explicitly excluded.
Common mistakes in bakery projects
- The CAEN code is not registered in time. Our recommendation: register 1071 with the Trade Register before submission, even if it is not the main activity. Check in the guide whether a minimum age of the code is also required.
- You do not read the restrictions in the code list. Some lists accept a CAEN code only for part of its activities. Read the annex with the eligible codes, not just the title of the code.
- Budget not adapted to the programme. Under SME Eco-Tech, a project below 668,100 lei is not eligible. In the North-East, the minimum funding is €100,000.
- Your premises are not ready. Sanitary-veterinary authorisations and the right of use over the premises must be planned in good time. Request them early, because they can delay the project.
- Only one scoring criterion is taken into account. In a competitive call with a 70-point threshold, every criterion counts, for example jobs, digitalisation and energy efficiency.
What this means for your business
Our recommendation: if you have a micro-enterprise in the North-East and want to modernise your production line, call 2 is the best option this year, because you can obtain up to €300,000. The deadline is short, however: 28 October 2026. That means having price quotes, a business plan and proof that you can secure the co-financing from the first days of October.
If your bakery is in another region, and the investment exceeds 668,100 lei and can be partly financed with a loan, SME Eco-Tech is worth analysing before the end of the year.
