What is the difference between the two calls?
Pluralism does not fund a newsroom directly, but an organisation that creates a funding scheme for other publications. The applicant receives the money and redistributes it, through cascading grants, to local and regional press, independent and investigative journalism, and public-interest publications. At least 60% of the grant value must reach these third parties. The money can support editorial innovation, new revenue sources, news distribution, audience development, technical tools and training.
Collaborations funds joint projects by newsrooms from several countries that test new business models: monetisation and better revenues, shared costs, audience engagement and new skills, including artificial intelligence applied in journalism. Activities may include events, online courses and workshops for journalists, exchange programmes, mentoring, mapping of good practices, common technical standards and platforms for exchanging ideas.
Who can apply?
- Pluralism: media associations, NGOs, non-profit and civil society organisations, public authorities, international organisations, universities, research centres, journalism funds, training organisations and other entities active in the media. The call page shows that proposals can be submitted by a single applicant or by a consortium. The applicant must be able to manage a grant scheme for third parties.
- Collaborations: consortia of at least 3 partners from at least 3 countries participating in Creative Europe. Print and online publications, radio stations and podcasts, television broadcasters (public, private or non-profit) and other organisations specialising in the press may take part. Natural persons are not eligible, except self-employed individuals (PFA).
All applicants must submit a declaration on editorial standards and independence. The Commission requires full editorial independence for the content produced in the project.
How long do projects last and when does the money arrive?
Projects last 24 months. The evaluation takes place between February and July 2027, and the signing of funding agreements is scheduled for November 2027. Under Pluralism, projects should start towards the end of 2027. The rest of the budget is covered by the applicants: at least 10% under Pluralism and at least 20% under Collaborations.
How and by when do you apply?
- Registering your organisation on the Funding & Tenders portal and obtaining a PIC code.
- Reading the call document (call fiche), common to both topics, and the portal's online manual.
- Completing the application form and the declaration on standards and independence.
- Electronic submission, in a single stage, by 4 February 2027, 17:00, Brussels time.

What this means for your business
Our recommendation: for a press company, a local broadcaster or an online publication in Romania, the most realistic route is Collaborations, as a partner in a consortium with newsrooms from other countries. Partners should be sought now, not in January: negotiating roles and the budget between three or more organisations usually takes a few weeks.
The Pluralism call suits organisations that already have experience in managing grants, for example foundations or professional press associations. The common pitfall is underestimating the administrative effort: if you manage money for third parties, you need transparent procedures for selection, monitoring and reporting.
For both calls, evaluators require clear, verifiable and quantifiable indicators and a communication plan that shows genuine interest from the target audience. A project that merely describes activities, without measurable results in revenue, audience or skills, has little chance. The 10–20% co-financing must be secured from your own resources, so check your budget early. If you are not sure whether your organisation qualifies, you can start with the eligibility check.
Frequently asked questions
Can a Romanian press company apply alone to Collaborations?
No. The Collaborations call requires a consortium of at least 3 partners from at least 3 different countries participating in the Creative Europe programme. A Romanian company can be a coordinator or a partner.
How much of the project does the European Union fund?
Under Pluralism, up to 90% of eligible costs, with a maximum of €2.5 million per project. Under Collaborations, up to 80%, with a maximum of €2 million per project. The rest is covered by the applicants.
What do the cascading grants under Pluralism mean?
The funded organisation runs its own grant scheme and redistributes at least 60% of the grant value to local, regional, independent or investigative publications. Small newsrooms can thus benefit indirectly by applying to the calls organised by the winners.
What is the deadline?
4 February 2027, 17:00, Brussels time, for both calls. Submission is electronic, in a single stage, on the Funding & Tenders portal.
When do applicants find out the result?
According to the official timetable, the evaluation takes place between February and July 2027, and the funding agreements are signed in November 2027.
