What does the call fund?
The call supports mental health centres for the prevention and treatment of addictions (CSMPTA) that operate, or will operate, in public hospitals. For the initial call PS/1235, the presentation on oportunitati-ue.gov.ro listed the following eligible activities:
- construction, extension, modernisation and rehabilitation of the centre's premises;
- the purchase of medical equipment;
- IT systems and the digitalisation of services.
The relaunched guide explicitly states that it targets "exclusively actions in the more developed region". Projects from the other regions therefore cannot apply in this call window.
Who can apply?
In the initial call, the eligible categories of applicants were: central and local public authorities, public healthcare institutions, the Ministry of Health, the Municipality of Bucharest, public healthcare facilities and partnerships between them. In practice, the investment must be made in a public healthcare facility with beds, and the project must be located in Bucharest or Ilfov.
The exact list of applicants for the relaunched call window is in the Applicant's Guide. The guide and the corrigendum are published as downloadable archives on the call page. Check them before deciding who will be the applicant: the hospital or the authority that manages it.
How much can you obtain and what own contribution is required?
The budget of the relaunched call window is €2,259,875. The call page does not display a minimum or maximum value per project. If there is one, it appears in the guide.
For the initial call, the official presentation showed that, in the more developed region, EU funding covers 40% of eligible costs and the applicant contributes at least 2%. For some categories of entities funded from the state budget, a minimum contribution of 15% of the eligible value they manage was provided for. Confirm in the relaunched guide which percentages apply to your organisation.

What this means for your business
The call is aimed at public hospitals in Bucharest-Ilfov and the authorities that manage them. For companies, the opportunity is indirect, arising from the contracts for works, medical equipment and IT that will follow approved projects. Our recommendations for applicants:
- Check the maturity of your documentation early. Construction, extension or rehabilitation works require technical and economic documentation and approval decisions. These cannot be produced from scratch in five weeks, so the call suits above all those who already have a feasibility study or DALI.
- Link the investment to the medical service. Evaluators check whether the premises and equipment actually serve the addiction centre, rather than the hospital as a whole.
- Budget your own contribution correctly for the more developed region, where the EU share is lower than in the other regions.
- Do not leave submission to the last day. Uploading in MySMIS2021 and electronic signatures take time.
If you are not sure which applicant category you fall into, you can use the eligibility check. You can also find details about the programme on the PS/1235 call page for Bucharest-Ilfov.
