What has changed since the launch?
The guide was put out for public consultation on 20 May 2026 and approved by Order of the Minister of Investments and European Projects No 998/2026. The call opened on 30 June 2026, and the original submission deadline was 28 August 2026, 16:00.
Since then, the Managing Authority has published three corrigenda: on 14 August, 14 September and 12 October 2026. According to the official announcement, the last one "concerns the extension of the project submission period in the MySMIS2021+ system until 16.11.2026, 16:00". The consolidated version of the guide, with all amendments included, was published on 19 October. The announcement pages do not say what the first two corrigenda changed, so anyone preparing a project should work from the consolidated version.
Who can apply and who can take part?
The call is non-competitive and has a single eligible applicant: the Ministry of Labour, Family, Youth and Social Solidarity. It is therefore not a call in which a company, a town hall or an NGO can submit a project on its own.
Other organisations can join the project only as partners of the ministry, under the conditions in the Applicant's Guide – Specific Conditions. The exact categories of eligible partners and their conditions (for example, accreditation as a social service provider) are set out in the guide documents, not in the text of the announcement pages. Check them directly in the consolidated version before any partnership discussion.
What is the money used for?
The funding falls under Specific Objective ESO4.3, namely "promoting a gender-balanced participation in the labour market, equal working conditions and a better work-life balance". Action 5.5 is dedicated to supporting single-parent families, under Priority P05, which aims to reduce disparities between children at risk of poverty or social exclusion and other children.
Eligible activities, costs and indicators are detailed in the guide. The official announcement pages do not state a maximum value per project or the co-financing rate.
How does it differ from the ITI calls for single-parent families?
In parallel, on 30 September 2026 PoIDS launched separate calls for single-parent families in the ITI Moții–Țara de Piatră and Țara Făgărașului Microregion areas, with their own guides. This call is the national one: it covers the whole country, has a sole applicant and a separate budget. For details on the ITI Moții call, see the page PoIDS 5.5 – single-parent families, ITI Moții Țara de Piatră.
What this means for your business
Our recommendation: the national call is not a direct funding opportunity for SMEs or local authorities (UAT), because only the ministry can apply. For social service providers, training centres, schools or local authorities with accredited social services, its value lies in the partner role, if the organisation falls within the categories in the guide.
- Check in the consolidated guide whether your organisation falls into a partner category and holds the required accreditations.
- Prepare evidence of experience with single-parent families or vulnerable people in good time: previous projects, beneficiaries served, specialist staff.
- There are three weeks left until 16 November, and partnership agreements and partners' documents must reach the applicant before submission in MySMIS2021+.
- If you work in the Apuseni Mountains or in Țara Făgărașului, also look at the ITI calls, where the participation rules are different.
If you are not sure which programme suits you, you can start with the eligibility check.
