What changed with Corrigendum No. 1?
According to the ADR Centru announcement, republished on 26 October 2026 by the oportunitati-ue.gov.ro portal, the corrigendum amends Section 1.3 and Section 3.13 of the guide, as well as Annex 3 and Annex 17. The authority did not detail the content of the changes in its announcement; the full text is published on the ADR Centru page, and the consolidated guide on regiocentru.ro. The timetable, budget and per-project ceilings shown in the official call sheet are those set out above.
Our recommendation: if you have already started preparing your application on the 25 September version, compare Annexes 3 and 17 with the amended version before uploading documents to MySMIS. Forms from an old version of the guide are a frequent reason for rejection at the administrative compliance check.
Who can apply?
The call is aimed at micro-enterprises, small and medium-sized enterprises and start-ups. The main conditions from the call sheet:
- the applicant has been active for at least one full fiscal year (exception: start-ups, whose ceiling is reduced to 100,000 euro);
- the investment must be made within the ITI Țara Făgărașului Micro-region or the ITI Moții, Țara de Piatră (the Alba county component);
- the own contribution is at least 10% of the eligible value, plus all ineligible costs in full.
The two territories have separate calls in MySMIS: PRC/1057/PRC_P1/OP1 for Țara Făgărașului and PRC/1232/PRC_P1/OP1 for Moții, Țara de Piatră. The allocations are separate, so a project competes only with those from the same ITI.
Which costs are eligible?
- Tangible assets: building, extending or modernising production or service premises, and purchasing fixed assets and inventory items worth more than 2,500 lei;
- Intangible assets: patents, licences, trademarks, specialised software, digital solutions and online sales tools;
- Employee training, reimbursed through the simplified cost mechanism;
- Green processes: investments in energy efficiency and renewable energy systems for the company's activity;
- Related activities: design, consultancy, project management, financial audit, advertising, business development, internationalisation and certification.
How and by when do you apply?
Applications are submitted exclusively electronically, in MySMIS2021/SMIS2021+, between 16 November 2026 at 12:00 and 16 December 2026 at 12:00. The submission date is the date the application is transmitted through the system, not the date you started uploading documents. The call is competitive: projects are evaluated and ranked by score, within the allocation of each ITI.
What this means for your business
A one-month window is short for a project involving construction works, so the technical documentation (cost estimates, quotes, and possibly an urbanism certificate) must be ready before 16 November. We recommend three checks before you invest time in the application:
- Is the site where the investment is made in a locality within the two ITIs? The list of localities is in the guide; an address outside the territory rules the project out, regardless of its quality.
- Does the budget respect the ceilings (200,000 euro for SMEs, 100,000 euro for start-ups), and is the 10% own contribution covered from reliable sources, for example available cash or a loan approved in principle?
- Are the forms you use those from the version with Corrigendum No. 1, not from the initial guide?
Frequent pitfalls in regional calls for SMEs, from our experience: unauthorised CAEN codes at the work site, inventory items under 2,500 lei listed as fixed assets, and price quotes without comparable technical specifications. If you want an initial assessment, you can use the eligibility check on the site.
Frequently asked questions
Can a company from Alba Iulia or Brașov apply?
No, if the investment is not made in a locality within the ITI Țara Făgărașului Micro-region or the ITI Moții, Țara de Piatră (the Alba county component). The condition concerns the place of implementation, and the list of eligible localities is in the applicant's guide published on regiocentru.ro.
How much does a start-up receive?
The ceiling for start-ups is 100,000 euro, compared with 200,000 euro for other SMEs. Start-ups are exempt from the condition of having been active for a full fiscal year. The minimum per project remains 25,000 euro.
How much do I have to contribute myself?
At least 10% of the eligible value of the investment, plus all ineligible costs in full. The PR Centru contribution is up to 90% of the eligible value.
Is the call open now?
No. The guide has been approved and amended by Corrigendum No. 1, but submission starts on 16 November 2026 at 12:00 and ends on 16 December 2026 at 12:00. Until then, you prepare the documentation.
How much money is there for each territory?
Of the total budget of 7,647,059 euro, 70% (5,352,941 euro) goes to the ITI Țara Făgărașului and 30% (2,294,118 euro) to the ITI Moții, Țara de Piatră. Projects compete only within their own territory.
