Partners can be non-profit, public or private media outlets (print and online press, radio and podcasts, TV) and other press-focused organisations. Frequently asked questions
What is the deadline for Journalism Partnerships 2027?
Both topics, Pluralism and Collaborations, opened on 22 October 2026 and close on 4 February 2027 at 17:00 Brussels time. Applications are submitted online on the European Commission's Funding & Tenders portal.
What is the budget and how much can you obtain per project?
The total budget is 14 million euro, 7 million for each topic. Under Pluralism, a project can receive a maximum of 2.5 million euro, with EU co-financing of up to 90%. Under Collaborations, the ceiling is 2 million euro, with co-financing of up to 80%.
Can a newsroom from Romania apply alone?
Under Collaborations it cannot: a consortium of at least 3 partners from at least 3 countries participating in Creative Europe is required. Under Pluralism you can also apply individually, but the applicant must be able to manage a fund that redistributes grants to other media entities.
What does the 60% rule under Pluralism mean?
At least 60% of the total value of the Pluralism grant must be awarded, as financial support, to third-party media entities and independent journalism, through cascading grants. The remainder can cover accompanying activities, such as standards, indicators, legal advice or training.
What special documents are required?
The coordinator and each partner must submit a declaration on editorial standards and independence. The template for the declaration can be found in the submission system of the Funding & Tenders portal. Partnerships that carry out editorial work must operate with full editorial independence.
Can individuals or PFAs (sole traders) apply?
Individuals are not eligible. The exception is those who work on their own account, where the business has no legal personality separate from the individual, such as the PFA (sole trader) in Romania.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
We tell you before any contract is signed, and if another suitable programme exists, we point you to it.
