Who can apply
Only UATs that are county-seat municipalities in the South-Muntenia region can apply. A municipality can apply alone or in partnership with UATs from its functional urban area. In a partnership, the lead partner must be the county-seat municipality. Communes and towns in the functional urban area cannot apply on their own, only as partners of the municipality.

Frequently asked questions
Can a commune around a county-seat municipality apply on its own in call PRSM/385?
No. The only eligible applicants are the county-seat municipalities in South-Muntenia. UATs in the functional urban area can take part only in a partnership, and the partnership lead must be the county-seat municipality.
What is the deadline for urban regeneration in PR South-Muntenia (PRSM/385)?
Projects can be submitted until 8 January 2027, 14:00. The deadline was set by Corrigendum No. 2 of 9 July 2026, which amended section 4.3.2 of the applicant's guide. Submission has been open since 9 July 2024.
How much must the municipality contribute to an urban regeneration project under PRSM/385?
The minimum co-financing is 2% of the eligible value; for example, for an eligible project of €5 million, the minimum contribution is €100,000. Non-refundable funding can reach a maximum of €8,820,000, calculated in lei at the InforEuro exchange rate on the date the call was launched. Ineligible costs are borne entirely by the beneficiary.
What value can a project have in call PRSM/385?
The eligible value of the project must be at least €500,000 and at most €9,000,000. The total budget of the call is €47,486,128.13, from the ERDF and the state budget.
Can the refurbishment of a public building be funded through urban regeneration in South-Muntenia?
Yes, if the public building is used for cultural or recreational activities and is part of an urban regeneration operation. Besides buildings, funding also covers parks, squares, green areas, pedestrian walkways, cycle lanes, utility networks and related municipal infrastructure.
Do projects under PRSM/385 compete against each other in a ranking?
No. The call is non-competitive, with a deadline: each project is assessed against the conditions in the guide, not in competition with the others. However, projects can be submitted only until the closing deadline, 8 January 2027, 14:00.
