PR South-Muntenia: €47.5 million for urban regeneration in county seats, until 8 January

Call PRSM/385 of the South-Muntenia Regional Programme has €47.5 million for urban regeneration in county seat municipalities and their functional urban areas. Projects, worth between €0.5 and €9 million, can be submitted until 8 January 2027, 14:00.

County capital municipalities in the South-Muntenia region can still submit urban regeneration projects until 8 January 2027, 14:00, under call PRSM/385 of the South-Muntenia Regional Programme 2021-2027. The call has a budget of 47.49 million €, and a project can have an eligible value of between 500,000 € and 9 million €. The beneficiary's co-financing is at least 2%.

The call has been open since July 2024. The current deadline was set by Corrigendum No. 2 of 9 July 2026, which amended section 4.3.2 of the guide, covering the closing date and time of the call.

Who can apply?

The call is reserved for county capital municipalities in the South-Muntenia region. A municipality can apply alone or in partnership with UAT-uri from its functional urban area. In a partnership, the lead must be the county capital municipality.

Communes and towns in the functional urban area cannot apply on their own in this call. They can receive investment only as partners of the municipality.

Which investments can be funded?

According to the call page, urban regeneration investments are funded in four main categories:

  • developing public spaces: parks, squares, green areas and leisure spaces, including necessary demolitions, Wi-Fi, public lighting and video surveillance;
  • related works: replacing utility networks, pedestrian paths, cycle lanes and street improvements;
  • refurbishing public buildings used for cultural and recreational activities;
  • the related municipal infrastructure and the project's information and visibility measures.

How is the funding calculated?

The eligible value of the project must be between 500,000 € and 9 million €. The applicant bears at least 2% of the eligible value, and the non-refundable funding is at most 8,820,000 €, in the lei equivalent at the InforEuro exchange rate valid on the date the call was launched. For example, for a project with an eligible value of 5 million €, the municipality's minimum contribution is 100,000 €. Ineligible costs remain entirely the beneficiary's responsibility.

What has changed and what is the submission deadline?

The call was launched on 2 July 2024, and submission began on 9 July 2024. The guide was amended by Corrigendum No. 1 of 4 September 2025 and by Corrigendum No. 2 of 9 July 2026. The latter set the submission deadline at 8 January 2027, 14:00, according to the announcement published on the oportunitati-ue.gov.ro portal. At the same time, through a separate corrigendum, call PRSM/414 for urban mobility was also extended, until 20 January 2027, 14:00.

The call is non-competitive, with a submission deadline. This means projects do not compete against each other in a ranking. Each project is assessed against the conditions in the guide, but only until the closing deadline.

What this means for your business

Our recommendation: three months remaining is little time for an urban regeneration project starting from scratch. The feasibility study or DALI, permits, property documents, council resolutions and any partnership agreements with UAT-uri in the functional urban area usually take longer. Municipalities that already have advanced technical documentation are the ones that can realistically submit by January.

  • For town halls: check now whether the investment falls within the eligible categories and whether its budget is between 0.5 and 9 million €. Schedule the resolution approving the project and the co-financing before the December council session.
  • For partnerships: the agreement with the communes or towns in the functional urban area must be signed before submission, with each partner's roles and costs clearly set out.
  • For design and construction firms: the call will generate procurement of design services and works in the seven counties of the region. It is worth monitoring SEAP in the coming period.

Common pitfall: do not leave submission until the last days. The deadline has a fixed time, and the submission platform may be busy before closing. For other programmes open to town halls, you can use the eligibility check.

Frequently asked questions

Can a commune around a county-seat municipality apply on its own in call PRSM/385?

No. Eligible applicants are the county capital municipalities in South-Muntenia. UAT-uri in the functional urban area can take part only in a partnership, and the partnership lead must be the county capital municipality.

What is the deadline for submitting urban regeneration projects under PR South-Muntenia?

The deadline is 8 January 2027, 14:00. It was set by Corrigendum No. 2 of 9 July 2026, which amended section 4.3.2 of the applicant's guide.

How much must the municipality contribute?

Can the refurbishment of a public building be funded?

Yes, if the building is used for cultural or recreational activities and is part of an urban regeneration operation. The detailed conditions are in the guide and the corrigenda.
