The non-competitive call PRSE/4.1/2/2025, worth 135 million euro, gives county councils in Brăila, Buzău, Constanța, Galați and Vrancea between 10 and 30 million euro per project for county roads linked to TEN-T. Applications are submitted until 30 October 2026, 16:00.

Who can apply
County-level administrative-territorial units (UAT) can apply. Partnerships between county UATs and municipalities, towns or communes, as well as partnerships between several counties, can also apply. The call covers Brăila, Buzău, Constanța, Galați and Vrancea counties, excluding the Danube Delta ITI area.

- Rehabilitation and modernisation of county roads of regional importance for connectivity to the TEN-T network
- Construction, modernisation or rehabilitation of roundabouts, pedestrian footbridges, road overpasses, bridges and culverts, including access to properties
- Construction, modernisation, rehabilitation or extension of road overpasses and junctions for TEN-T connectivity, plus new engineering structures as part of the county road
- Investments in road safety, including for pedestrians and cyclists
- Measures against accidents caused by wildlife (crossings, tunnels, concrete box culverts, amphibian channels) and the creation or restoration of ecological corridors
- Investments in the environment and climate resilience (in particular rows of trees and shrubs) and the construction or modernisation of public transport stops along the road route

Until when can projects be submitted under call PRSE/4.1/2/2025 for county roads?
Projects can be submitted until 30 October 2026, 16:00. The deadline was extended by Corrigendum no. 5, published by ADR South-East on 23 September 2026. Submission opened on 18 August 2025, 14:00.
Who can apply for county road funding through PR South-East?
County-level UATs, that is, the counties, can apply. Partnerships between one or more counties and municipalities, towns or communes can also apply. Projects must be located in Brăila, Buzău, Constanța, Galați or Vrancea counties, outside the Danube Delta ITI area.
How much funding is available per project under call PRSE/4.1/2/2025?
Non-refundable funding is at least 10,000,000 euro and at most 30,000,000 euro per project. The ERDF covers up to 85% of eligible costs and the state budget up to 5%, while the applicant contributes at least 10%.
What is the total budget of the call for county roads in the South-East Region?
The call has 135,000,000 euro: 127,500,000 euro from the ERDF and 7,500,000 euro of co-financing from the state budget.
Which investments are funded on county roads?
Funding covers the rehabilitation and modernisation of county roads connected to the TEN-T. This includes roundabouts, bridges, culverts, road overpasses and junctions, pedestrian footbridges, road safety measures for pedestrians and cyclists, and wildlife protection. Ecological corridors, rows of trees and public transport stops along the road route are also funded.
Is the call competitive?
No. Call PRSE/4.1/2/2025 is non-competitive and has a submission deadline. Funding applications are submitted through the MySMIS 2021/2021+ system.
