PR South-East: deadline extended to 30 October for county roads, up to €30 million per project

ADR South-East has extended the submission deadline for call PRSE/4.1/2/2025 until 30 October 2026, 16:00. County councils can obtain between €10 and €30 million per project for roads linking to the TEN-T network.

The Managing Authority for the South-East Regional Programme (ADR South-East) has extended the submission deadline for call PRSE/4.1/2/2025 to 30 October 2026, 16:00. The call is dedicated to the rehabilitation and modernisation of county roads that provide connectivity to the TEN-T network. It has a budget of 135 million euro and is aimed at county councils and their partnerships with municipalities, towns and communes. The grant per project is between 10 and 30 million euro.

The extension was published on 23 September 2026 through Corrigendum No 5, just one week before the previous deadline of 30 September 2026.

What has changed under Corrigendum No 5?

Corrigendum No 5 changes only one thing: the submission deadline, moved from 30 September to 30 October 2026, 16:00. According to the Managing Authority, the extension was needed so that applicants have more time to finalise the technical documentation for projects that are in preparation.

This is not the first extension. Corrigendum No 3 (20 March 2026) set the deadline at 30 June 2026. Corrigendum No 4 (June 2026) moved it to 30 September 2026 and specified that the flexibility margin and the funds approved by the Ministry of Finance for over-contracting are used when contracting projects. In the earlier extensions, the reason given was the completion of technical documentation, the road safety audit and permits.

Who can apply?

According to the guide, the following are eligible:

  • county-level administrative-territorial units;
  • partnerships between the county UAT and municipalities, towns or communes, as well as partnerships between several county UATs, where applicable.

The call covers the counties of Brăila, Buzău, Constanța, Galați and Vrancea. The Danube Delta area is not part of this call: for it, ADR South-East launched a separate call under Action 4.1, through the Integrated Territorial Investment (ITI) Danube Delta. The whole of Action 4.1 has an allocation of 186.82 million euro (ERDF and state budget).

Which investments can be funded?

The objective is to increase accessibility in the South-East Region by modernising and rehabilitating priority county roads that link to the TEN-T network. Besides the road works, the guide accepts:

  • roundabouts, overpasses, bridges and pedestrian footbridges;
  • road safety measures;
  • wildlife protection measures and the restoration of ecological corridors;
  • climate change resilience measures;
  • public transport stops.

How and by when do you apply?

Applications are submitted electronically, through MySMIS2021, by 30 October 2026, 16:00. The call is non-competitive. Projects are not ranked against each other, but they must pass the compliance, eligibility and quality checks set out in the guide. The technical documentation, the road safety audit and the permits must be ready at submission.

What this means for your business

The recommendations below come from our consultants; they are not conditions set out in the guide.

  • For county councils: the extra month is for closing out the documentation, not for designing from scratch. If the road safety audit or a permit is still missing, schedule them now. The authority has already extended the deadline four times, but you should not count on another extension.
  • Own contribution of at least 10%: on a project of 20–30 million euro, this means millions of euro. In addition, ineligible costs remain the county's responsibility. The council decision must cover them explicitly.
  • Partnerships with town halls: when the route enters the built-up area of a locality or includes a public transport stop, a partnership agreement with the local UAT can simplify implementation. The division of tasks and contributions must, however, be clearly set out from the start.
  • For contractors and designers: the call points to major road works in the five counties, with tenders following contracting. It is worth monitoring the procurement procedures of the county councils.

Frequently asked questions

Until when can projects be submitted under call PRSE/4.1/2/2025?

Until 30 October 2026, 16:00, through MySMIS2021. The deadline was extended through Corrigendum No 5, published by ADR South-East on 23 September 2026. The previous deadline was 30 September 2026.

Can a commune town hall submit a road project on its own?

No. The applicant is the county UAT. Communes, towns and municipalities can take part only in partnership with the county council.

How much must the county pay from its own budget?

At least 10% of eligible costs. The European Regional Development Fund covers up to 85%, and the state budget up to 5%. Ineligible costs are borne entirely by the beneficiary.

Can I also submit projects for roads in Tulcea county?

The Danube Delta area is not covered by this call. A separate call under Action 4.1 existed for it, through ITI Danube Delta (PRSE/4.1/ITI/1/2025), with submission between 3 November 2025 and 2 February 2026. Check the status of that call on regiosudest.ro.

What value can a project have?

Non-refundable funding is at least 10 million euro and at most 30 million euro per project. The call budget is 135 million euro.
