PR South-West Oltenia 2021-2027 – Support for the development of strategic technologies (STEP)

Who can apply

Micro-enterprises, SMEs and large enterprises (companies under Law 31/1990, with at least one fiscal year of activity), plus research organisations (universities, institutes, research centres). Individual or partnership applications, for projects in the counties of Dolj, Gorj, Mehedinți, Olt and Vâlcea.

What it covers

  • Technological machinery and equipment for production, including installation
  • Construction or extension of production premises and related utilities
  • Intangible assets: patents, licences, know-how (for large companies, a maximum of 50% of costs)
  • Industrial research and experimental development: staff, instruments and equipment, contract research
  • Equipment for energy saving and renewable sources (maximum 15% of construction and installation costs)
  • Associated services that are critical for STEP technologies, only as part of the project

  2. We build the application: business plan, budget, supporting documents.
  3. We submit during the call window and follow the evaluation.
  4. We stay with you through the reimbursement file and final payment.

Frequently asked questions

Can projects be submitted now under the STEP call in South-West Oltenia?

No. As of 27 September 2026 the call is in preparation. The applicant's guide was in public consultation until 27 August 2026, and ADR South-West Oltenia has not yet announced the submission period in MySMIS2021/SMIS2021+.

How much can a project receive?

The non-refundable funding requested must be between 500,000 and 10,000,000 euro per project. The total allocation for the call is 27,631,500 euro from the ERDF.

Who can apply?

Micro-enterprises, SMEs and large enterprises with at least one fiscal year of activity can apply, as well as research organisations (universities, institutes, research centres). You can apply individually or in partnership, for projects in Dolj, Gorj, Mehedinți, Olt or Vâlcea. Each applicant may submit only one application.

Which technologies are eligible?

Critical technologies in the STEP sectors are eligible: digital technologies and deep-tech innovation, clean and resource-efficient technologies, and biotechnologies (including medicines). The development and production of these technologies are funded, but not the mass production of final products.

What is the aid intensity?

For productive investments (regional aid), the intensity is 75% for small and medium-sized enterprises and 70% for large ones. For research and development it is between 25% and 80%, depending on the type of activity and the size of the beneficiary. Research organisations can access only research and development aid and de minimis aid.

How long can a project last?

A maximum of 36 months, not exceeding 31 December 2029.

How long does it take to prepare the application?

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.

What happens if I do not qualify?

We tell you before any contract is signed, and if another suitable programme exists, we point you to it.

Grants of 100,000–300,000 EUR for micro-enterprises in the North-East: production or service capacity, new technologies, automation, marketing and digitalisation. Budget: 20.37 million EUR. Submission in MySMIS is open until 28 October 2026, 14:00.

Grants of 25,000–300,000 euro (maximum 90%, de minimis) for micro-enterprises in urban Bucharest-Ilfov: equipment, technologies, software and production premises. The call closed on 17 February 2025 and no new call window has been announced.

South-East Regional Programme 2021-2027: Action 1.6, Operation A.1 – Increasing the competitiveness of micro-enterprises in ITI Danube Delta (call PRSE/1.6/A.1/ITI/1/2026)

Grants of 20,000–200,000 euro (90% non-refundable, de minimis aid) for micro-enterprises in the ITI Danube Delta area. The allocation is 4.82 million euro. The guide has been under consultation, and the call has not yet been launched.
