The EIB manages €233.35 million from the PR North-East, South-East and Bucharest-Ilfov for SME loans of up to €5 million over a maximum of 84 months: 70% at zero interest and a 40% grant if the investment is completed on time. The partner banks have not yet been announced.

Who can apply
SMEs, including micro-enterprises, as defined under EU Recommendation 2003/361, active on the Romanian market and investing in the North-East, South-East or Bucharest-Ilfov regions. The company must not be insolvent or in difficulty. It must fall within the de minimis aid limits at the date the funding is granted, meet the bank's know-your-customer requirements and ensure the communication and visibility required by Regulation (EU) 2021/1060. Agriculture, fishing, aquaculture, export-related activities, steel, coal and lignite are excluded.

Frequently asked questions
Who can get a loan through the Regional Participation Fund?
SMEs, including micro-enterprises, as defined under EU Recommendation 2003/361, active on the Romanian market and investing in the North-East, South-East or Bucharest-Ilfov regions, can get one. The company must not be insolvent or in difficulty and must fall within the de minimis aid limits. Agriculture, fishing, aquaculture, export, steel, coal and lignite are excluded.
How large can an FPR loan be, and over what period?
The loan is granted in lei, up to the equivalent of 5 million euro per project and beneficiary, for a maximum of 84 months. The grace period is up to 24 months for construction and up to 18 months for other eligible costs.
How does the 40% FPR grant work?
70% of the loan comes from EU funds at zero interest, and 30% comes from the bank on market terms. If the investment is completed within the originally agreed deadline, 40% of its value is forgiven as a grant (capital rebate). If the deadline is not met, the company keeps only the interest benefit, provided it completes the project by 30 September 2029.
Can an FPR funding application be submitted now?
Not yet. Applications are submitted to the partner banks selected by BID. The selection procedure had a deadline of 7 July 2026, but as of 2 October 2026 BID had not announced the partner banks. SMEs cannot apply directly to BID.
Until when is the Regional Participation Fund available?
According to BID, the instrument is available until 31 December 2029, with the possibility of extension. Projects must be completed by 30 September 2029 at the latest.
What costs does the FPR loan finance?
The loan finances investments in tangible and intangible assets, including construction, carried out in the North-East, South-East or Bucharest-Ilfov regions. Refinancing is not eligible.

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
