From 31 July 2026, communes in Oltenia can submit their rural territorial strategies to ADR South-West Oltenia. The strategy does not receive money directly. However, its approval is the condition for accessing the 33,435,294 euro under SO 5.2, for cultural heritage and rural tourism.

Who can apply

Communes (UAT) in the South-West Oltenia region: Dolj, Gorj, Mehedinți, Olt and Vâlcea. Administrative consortia made up of eligible communes, as well as partnerships between communes and the county UAT where they are located, may also apply.

What is the deadline for Oltenia communes to submit the rural territorial strategy?

The call for integrated rural territorial strategies under the South-West Oltenia Regional Programme 2021–2027 has been open since 31 July 2026. There is no fixed deadline: strategies can be submitted until the Managing Authority closes the call by decision. The call is non-competitive, and strategies are assessed on a “first submitted, first assessed” basis.

Does the commune receive money for the territorial strategy?

Not directly. The strategy has no allocation of its own. However, its approval by the MA of PR SV Oltenia is the condition for accessing the €33,435,294 under OS 5.2 for rural areas. The costs of drawing up the strategy are eligible in the calls for proposals and can be included in the budget of the first project submitted.

What projects can be funded once the strategy is approved?

OS 5.2 funds two types of investment. The first: protecting rural cultural heritage, meaning the restoration of UNESCO and category A monuments, plus the public infrastructure to showcase them (€15,788,235). The second: public tourism infrastructure in rural tourist resorts, for example leisure facilities, paths, cycle tracks, green spaces and access to tourist attractions (€17,647,059).

What documents must be submitted, and how?

Documents are sent electronically to office@adroltenia.ro, electronically signed by the legal representative. The following must be submitted: the cover letter, the SDL/SIDT strategy, the selection and prioritisation report (with the project list approved by HCL and the project sheets for OS 5.2), the HCL approving the strategy, the partnership agreement (where applicable), the SEA decision under HG 1076/2004, and the declarations on public consultation and partner involvement.

How long does the strategy assessment take?

The compliance and admissibility check takes a maximum of 15 working days, including clarifications. In justified cases it may be extended to 25 working days. Clarification requests must be answered within 5 working days at most. The strategy must obtain “YES” on all criteria in the grid, otherwise it is rejected. An appeal must be submitted within 30 calendar days at most.

Who can submit the strategy?

Communes (UAT) in the South-West Oltenia region (Dolj, Gorj, Mehedinți, Olt, Vâlcea) and administrative consortia made up of eligible UATs can apply. Partnerships between these UATs and/or with the county UAT where the communes are located can also apply.

How long does it take to prepare the application?

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.

What happens if I do not qualify?
