PR South-West Oltenia: an approved rural strategy is the condition for communes to access the €33.4 million
From 31 July 2026, communes in Oltenia can submit their integrated territorial strategies to the ADR, with no fixed deadline. Without an approved strategy they have no access to the €33.4 million under PR South-West Oltenia for heritage and rural tourism.

The call is non-competitive and stays open until the Managing Authority decides to close it. Strategies are assessed in the order in which they are submitted. According to the guide, access to the funds under Specific Objective 5.2 of the South-West Oltenia Regional Programme 2021–2027 (33,435,294 euro for cultural heritage and tourism in rural areas) is conditional on submitting the strategy and having it approved by the MA.

Why does the strategy matter for a commune?
The strategy does not receive funding directly. The guide states that the allocations are not the strategy's budget but the funds for the calls for proposals that the South-West Oltenia Regional Programme launches for rural UAT. The strategy is, however, the entry condition: projects submitted later must be among those selected and prioritised in it.
The SO 5.2 budget for rural areas has two components:
- Protecting and enhancing cultural heritage in rural areas: 15,788,235 euro, for restoring UNESCO and category A monuments and for the public infrastructure that showcases them (information centres, exhibition spaces);
- Public tourism infrastructure in rural tourist resorts: 17,647,059 euro, for developing natural tourist attractions, leisure infrastructure, pedestrian paths, cycle lanes, green spaces and access roads to tourist attractions.
The value per project and the eligible costs are set by the specific guides for each call, not by the strategies guide.
What must the strategy contain?
Under Article 29 of Regulation (EU) 2021/1060, the strategy must set out: the geographical area covered, an analysis of the area's needs and potential, a description of the integrated approach and a description of how partners are involved. The admissibility grid also requires, among other things:
- an implementation horizon that extends at least to the end of 2027;
- relevant, up-to-date statistical data, a SWOT analysis, prioritised key problems and a clear intervention logic;
- a risk analysis, monitoring indicators and an identified management structure;
- a portfolio of projects with an integrated character;
- relevant partners involved (NGOs, universities, the private sector, the county council, other UAT), with supporting evidence attached.
Annex 4 of the guide provides an indicative outline in six sections: strategic context, analysis of the current situation, vision and objectives, lines of action, project portfolio and implementation, and monitoring and evaluation.
Which documents must be submitted, and how?
The documentation is sent by e-mail to office@adroltenia.ro, signed electronically by the legal representative or an authorised person. The package includes:
- the cover letter and the full strategy;
- the selection and prioritisation report: the procedure, the criteria, the list of prioritised projects approved by local council resolution (HCL), the project sheets for SO 5.2, the assessment grids signed off by the evaluators and evidence of the public campaign to collect proposals;
- the HCL approving the strategy and, where applicable, the resolution establishing the partnership;
- the final decision or the screening-stage decision on the Strategic Environmental Assessment (HG 1076/2004), obtained before submission;
- the legal representative's declarations on public consultation and partner involvement.
How is it assessed, and how long does it take?
A panel of at least 4 experts checks compliance and admissibility. Each criterion receives a "YES" or "NO", and the strategy must receive "YES" on all of them. If a criterion remains "NO" even after clarifications, the strategy is rejected. The applicant has at most 5 working days to respond to requests for clarification. The verification stage takes a maximum of 15 working days and, in justified cases, may be extended to 25. An appeal can be lodged only once, within 30 calendar days of the result being communicated, and is resolved within 15 days.
What this means for your commune
Our recommendation, as a consultancy firm: the longest road is not drafting the strategy but the procedures around it. The Strategic Environmental Assessment, the public consultation, the campaign to collect project proposals and the two local council resolutions (the strategy and the prioritised list) usually take a few months. We would start them immediately, especially since the call can be closed at any time by a decision of the MA.
- Rural tourist resorts already have an open call: "Sustainable local initiatives in rural areas – tourism infrastructure – call II", with almost 6 million euro and submission between 31 August 2026, 12:00, and 27 November 2026, 12:00. - Communes with category A monuments: the 2025 call for cultural heritage closed on 3 December 2025. An approved strategy prepares you for a possible new call window, the date of which has not been announced.
- Common pitfall: project sheets must fall within the SO 5.2 typology. Water, sewerage or commune road projects with no link to tourism or heritage are of no use here, even if they are important for the commune.
- The cost of drawing up the strategy can be reimbursed: the guide treats it as eligible in calls for proposals and allows it to be included in the budget of the first project submitted.
