Who can apply in the ELENA call under the PR South-Muntenia?
Local public authorities and institutions (communes, towns, municipalities, counties) and public institutions of local or county interest can apply. Institutions subordinate to central public authorities, as well as partnerships between these entities, can also apply. The call is linked to the ELENA Facility, through which ADR South-Muntenia prepared technical documentation for public buildings in Argeș, Călărași, Dâmbovița, Ialomița, Prahova and Teleorman.
How much can a project receive in call PRSM/638?
The eligible value of a project is a minimum of €100,000 and a maximum of €5,000,000. Local public authorities and institutions contribute 2% of the eligible value, while institutions subordinate to central authorities contribute 15%. The €5 million ceiling applies per project, so for large buildings or building complexes you need to consider early on how to structure the applications.
Until when can funding applications be submitted?
Submission opened on 23 May 2025, and the final deadline shown on the call's official page is 21 May 2027. Applications are submitted electronically, through MySMIS2021/SMIS2021+. The budget is limited, so we do not recommend leaving submission to the last few months.
What is the budget of the ELENA call under the PR South-Muntenia?
The total budget of the call is €162,228,320.94. Of this amount, €137,894,072.80 comes from the European Regional Development Fund and €21,089,681.72 from the state budget.
What does it mean that the call is non-competitive?
The call is non-competitive, with a submission deadline, so projects are not ranked against each other in a single round, as in competitive calls. However, each project must meet all the conditions in the guide. The call's page does not announce a rule on suspension once the budget is exhausted; any such provision should be checked in the guide and in the corrigenda.
Can private companies apply in this call?
No. The beneficiaries are exclusively public authorities and institutions. Construction, design and consultancy firms can take part only as suppliers, through the public procurement procedures organised by the beneficiaries after the funding contracts are signed.
