PR South-Muntenia ELENA: €162.2 million for public buildings, submission until 21 May 2027

Call PRSM/638 of the South-Muntenia Regional Programme has €162.2 million for the energy renovation of public buildings prepared through ELENA. Projects are worth between €100,000 and €5 million, and submission is open until 21 May 2027.

Call PRSM/638/PRSM_P2/OP2 under the South-Muntenia Regional Programme 2021-2027 has a budget of EUR 162.23 million for the energy renovation of public buildings. It is linked to the ELENA Facility. Town halls, county councils, local public institutions and institutions subordinate to central authorities can apply. The eligible value of a project is between EUR 100,000 and EUR 5,000,000, and applications are accepted until 21 May 2027.

What is the ELENA Facility and why does it matter for this call?

ELENA (European Local Energy Assistance) is a technical assistance instrument of the European Investment Bank. Through it, ADR Sud-Muntenia has helped public authorities in the region prepare the technical and economic documentation for the energy renovation of public buildings. Six counties appear on the project page: Argeș, Călărași, Dâmbovița, Ialomița, Prahova and Teleorman. The target is the "deep energy renovation of 100 public buildings", with an estimated total area of 182,200 m².

According to ADR, the final beneficiaries of the ELENA project "will undertake to submit funding applications under PR Sud-Muntenia 2021-2027". Call PRSM/638 is the channel through which this documentation becomes investment. In an announcement from November 2023, ADR mentioned 109 technical documentation packages for public buildings in the six counties. These include technical expert reports, energy audits, energy performance certificates and DALI (preliminary design documentation).

What can be financed?

According to the call sheet, the following are funded:

  • energy efficiency measures in public buildings, including buildings of heritage value;
  • related interventions that support the implementation of the energy efficiency measures;
  • complementary measures.

How and by when do you apply?

The call was launched on 23 April 2025, and submission opened on 23 May 2025. The final deadline shown on the official call page is 21 May 2027. The call is non-competitive, with a submission deadline. This means projects are not ranked against each other in a single round, as in competitive calls. However, each project must meet all the conditions in the guide. Applications are submitted electronically, via MySMIS2021/SMIS2021+.

The budget is limited. Even if the deadline seems far off, it is not a good idea to leave submission until the last months. The call page does not announce any suspension rule for when the budget is exhausted. For any such provision, check the guide and the corrigenda.

What has changed since the launch?

ADR Sud-Muntenia has published two corrigenda to the guide, both available on the call page. Their content is in the downloadable archives there. The deadline in force, shown both on the call page and in the list of calls, is 21 May 2027.

What this means for your business

The call is aimed at public authorities, not companies. Even so, it will generate construction works, technical design and site supervision in the six counties. Our recommendations, as a consultancy firm:

  • For town halls and county councils with ELENA documentation: check whether the DALI and the energy audit are still up to date. The prices in the bills of quantities and the technical norms have changed since they were drawn up, and an update made now avoids clarification requests during evaluation.
  • The 2% contribution is small, but VAT, ineligible costs and cost overruns remain the beneficiary's responsibility. Provide for them in the local budget in good time.
  • The €5 million ceiling applies per project. For large buildings or building complexes, consider in advance how to structure the applications.
  • Contractors and designers in the region can monitor which buildings have ELENA documentation. Tenders for the works will follow the funding contracts.
