PR North-East — Priority 11: social housing in Piatra Neamț and Roman (pilot call)
PR North-East pilot call of 10,421,052.63 euro for social housing. Only the municipalities of Piatra Neamț (9,368,421.05 euro) and Roman (1,052,631.58 euro) can apply. The funds cover the purchase, rehabilitation and equipping of properties, and ESF+ inclusion measures are mandatory.

Other town halls, companies and NGOs cannot be applicants. The housing is for vulnerable persons and marginalised communities: Roma people, homeless people, people with disabilities, people with no or low income, and people leaving institutional care or detention.

Is the PR North-East call for social housing open?
No. ADR North-East put the guide out for public consultation on 21 September 2026, and comments are accepted until 12 October 2026 inclusive. The submission period will be set in the final guide, which has not yet been published.
What costs can be funded under the social housing call?
The call can fund the purchase of properties for the social housing stock, the rehabilitation of the properties bought, their modernisation, including energy efficiency works, and the furnishing of the homes. The project must also include ESF+ type social inclusion measures: legal assistance, obtaining civil status documents, and access to social services, education and healthcare.
Are ESF+ social measures mandatory in social housing projects?
Yes. The guide put out for consultation makes them mandatory. A project that only buys and renovates buildings, without support services for tenants, does not meet the conditions in the document.
Who are the funded social homes intended for?
The target group is vulnerable persons and marginalised communities: Roma people, homeless people, people with disabilities and people with limited access to decent housing. It also includes residents of informal settlements, people with no or low income, and those leaving the institutional care system or detention.
