PR North-East: €10.42 million for social housing in Piatra Neamț and Roman, guide in consultation

ADR North-East has put the guide for pilot call P11 for social housing out for consultation: €10.42 million for the municipalities of Piatra Neamț and Roman. Comments can be sent until 12 October 2026.

On 21 September 2026, ADR North-East, the Managing Authority for the North-East Regional Programme 2021-2027, published for public consultation the applicant's guide for the pilot call dedicated to social housing under Priority 11 "An inclusive region". The call has an allocation of 10,421,052.63 euro, and the only eligible applicants are the municipalities of Piatra Neamț and Roman, alone or in partnership with entities coordinated by the local council. Comments on the guide can be submitted until 12 October 2026 inclusive.

Who can apply?

Under the guide, the call is reserved for the two municipalities in the North-East Region: Piatra Neamț and Roman. They can submit projects alone or in partnership with entities under the coordination of the local council. Other local authorities, companies or NGOs cannot be applicants in this pilot call.

The allocation is not shared: each municipality has its own amount. Piatra Neamț has 9,368,421.05 euro and Roman 1,052,631.58 euro, so this is not a competition between the two cities for the same budget.

What can be financed?

According to the ADR North-East announcement, projects may include:

  • the purchase of properties for the social housing stock;
  • the rehabilitation of newly purchased properties;
  • modernisation, including energy efficiency works;
  • appropriate furnishing and equipping of the homes;
  • mandatory ESF+-type measures for social inclusion: legal assistance, obtaining civil status documents, access to social services, education and healthcare.

The social measures are not optional. The guide makes them mandatory, so a project that only buys and renovates buildings, without support services for tenants, does not meet the conditions in the document put out for consultation.

Who are the homes intended for?

The target group consists of vulnerable people and marginalised communities: Roma people, homeless people, people with disabilities, people with limited access to decent housing, residents of informal settlements, people with no or low income, as well as people leaving institutional care or detention.

How are comments submitted and what happens next?

The guide and its annexes can be downloaded as an archive from the regionordest.ro website. Comments and proposals are submitted through the ADR North-East consultation platform: you click on the paragraph you want to comment on, fill in your comment and e-mail address, then give your consent to the processing of your data. The deadline is 12 October 2026 inclusive.

After the consultation, the Managing Authority is expected to publish the final guide. The launch date, the submission period and any changes to the conditions have not yet been announced. Until the final guide is published, all the conditions above may change.

What this means for local authorities

The recommendations below are the opinion of our consultants, not official conditions.

  • Identify the properties now. A purchase requires available buildings with a clear legal status, and a valuation. Surveying the market and checking the land register take time. Without them, the submission deadline becomes hard to meet.
  • Think about the social side from the start. The ESF+ measures are mandatory. It helps a great deal to set up a partnership early with the social assistance directorate or another entity coordinated by the local council, plus a register of people in the target group.
  • Submit comments. The consultation is the moment when beneficiaries can flag conditions that are hard to apply, for example purchase deadlines or technical requirements for the buildings bought. Once the final guide is out, changes are much rarer.
  • Make use of energy efficiency. Modernisation can include energy efficiency works. An energy audit carried out in good time will show you whether the property in question is worth renovating or whether it is better to look for another.

Frequently asked questions

Can another local authority in the North-East Region apply too?

No. The guide put out for consultation restricts the pilot call to the UAT Municipality of Piatra Neamț and the UAT Municipality of Roman. They may have as partners entities under the coordination of the local council.

Is the call open for submissions?

No. As of 28 September 2026 the guide is in public consultation, until 12 October 2026. The submission period will be set in the final guide, which has not yet been published.

How much does each municipality receive?

Piatra Neamț has an allocation of 9,368,421.05 euro, and Roman one of 1,052,631.58 euro. Together they come to 10,421,052.63 euro, of which 9,900,000 euro ERDF and 521,052.63 euro national contribution.

Can funding cover only the renovation of existing social housing?

The activities in the announcement start with the purchase of properties for the social housing stock, followed by their rehabilitation, modernisation and furnishing. In addition, ESF+-type social inclusion measures are mandatory. The exact eligibility details must be checked in the guide.
