Who can apply

The local authorities (UAT) of county-seat municipalities and of the other municipalities in the North-East Region, that is, in the counties of Bacău, Botoșani, Iași, Neamț, Suceava and Vaslui, can apply. Towns have a separate call: P3 – Energy efficiency of residential buildings – Towns.

Until when can projects be submitted under the PR North-East call for renovating apartment blocks in municipalities?

Submission opened on 26 January 2026 at 14:00 and closes on 16 November 2026 at 14:00. The deadline was extended by corrigendum from the original date of 26 June 2026. Applications are submitted electronically in MySMIS2021/SMIS2021+.

Who can submit projects under this call?

Only the local authorities (UAT) of county-seat municipalities and of the other municipalities in the North-East Region (Bacău, Botoșani, Iași, Neamț, Suceava, Vaslui) can apply. Towns have a separate PR North-East call.

What is the call's budget and what type of call is it?

The call is non-competitive and has an allocation of 37.19 million euro. Of this amount, 31.61 million euro comes from the European Regional Development Fund, and the remainder is national contribution.

How much must the town hall contribute?

The own contribution is 2% of eligible costs. The ERDF covers a maximum of 85% and the state budget 13%. Costs for commercial premises and for apartments used for economic activities are borne entirely by the applicant.

What works are funded?

Thermal insulation of the envelope and information and awareness-raising activities for residents are mandatory. In addition, the following can be funded: modernisation of ventilation and air conditioning, systems using renewable sources (excluding biomass), smart energy management, modernisation of lifts and smart lighting.

Which version of the guide applies?

The consolidated guide of 17 September 2026, published together with corrigendum 2, applies. The earlier versions are the one of 23 January 2026 and the consolidated guide of 28 May 2026.

Local authorities (UAT) in Prahova can obtain between 200,000 and 15,000,000 euro in non-refundable funding per project for the energy renovation of blocks of flats. The budget is 18.68 million euro (PDDTJ). Applications must be submitted by 3 February 2027, 17:00.
