PR North-East: €37.19 million for renovating apartment blocks in municipalities, deadline 16 November

The PR North-East call for the energy renovation of apartment blocks in municipalities and county seats, with a budget of €37.19 million, accepts projects until 16 November 2026, 14:00. The guide was amended on 17 September.

Municipalities and county-seat municipalities in the North-East Region have until 14:00 on 16 November 2026 to submit projects for the energy renovation of residential blocks under the North-East Regional Programme 2021-2027. The call has a total budget of 37.19 million euro, is non-competitive, and the applicant contributes at least 2% of eligible costs. On 17 September 2026, ADR Nord-Est extended the deadline and published a consolidated version of the applicant's guide (Corrigendum 2).

What changed on 17 September?

At launch, on 26 January 2026, the call had a deadline of 26 June 2026. The guide was amended once on 28 May 2026. On 17 September came the second amendment: the submission deadline moves to 14:00 on 16 November 2026, and the guide was republished in consolidated form, accompanied by a summary of the changes (Corrigendum 2).

Who can apply?

Eligible applicants are the local authorities (UAT) of county-seat municipalities and of the other municipalities in the North-East Region (the counties of Bacău, Botoșani, Iași, Neamț, Suceava and Vaslui). Towns have a separate call with its own budget.

Homeowners' associations do not apply directly. The town hall is the applicant and must conclude agreements with the homeowners' associations of the blocks included in the project. The agreement of at least two thirds of the owners is mandatory.

What works are funded?

The call funds investments in residential blocks (multi-family residential buildings) that increase energy efficiency and reduce greenhouse gas emissions. Projects must start from the energy audit and must include:

  • thermal insulation of the building envelope elements;
  • information and awareness-raising activities for residents.

In addition, the following are eligible:

  • modernisation of ventilation and air-conditioning systems;
  • replacement of heat generation installations with renewable-energy solutions;
  • smart energy management systems;
  • modernisation of lifts;
  • smart lighting systems.

Investments based on fossil fuels (coal, gas), biomass or wood are not funded. The technical thresholds (for example, the minimum reduction in energy consumption) and the per-project ceilings are set out in the consolidated guide, which you can find on the call page.

How and by when do you apply?

Applications are submitted electronically in MySMIS2021/SMIS2021+ by 14:00 on 16 November 2026. The call is non-competitive: projects are assessed as they are submitted, with no ranking at the end. That is why it matters to submit a complete file as early as possible.

What it means for your town hall

Our recommendation is to use the seven weeks remaining to complete the file, not to start from scratch. Here is what should be ready now:

  • Owners' agreements: association decisions, with the agreement of at least two thirds of the owners. This is where most time is lost: general meetings are hard to convene, and a single block without a quorum can hold up the whole package.
  • The energy audit and technical documentation for each block, prepared according to the requirements of the consolidated guide. Check that no gas or biomass solution appears for the heat source.
  • The local council decision approving the project and the contribution of at least 2%, plus the agreements between the town hall and the homeowners' associations.
  • A comparison against the summary of changes of 17 September, if the documentation was started on the January or May guide.

Common pitfalls: audits carried out on an old version of the methodology, owners' agreements without a proven quorum, and including ineligible works in the budget, such as gas boilers. Frequently asked questions

Until when can projects be submitted under the PR Nord-Est call for blocks in municipalities?

Until 14:00 on 16 November 2026, in MySMIS2021/SMIS2021+. The original deadline was 26 June 2026 and has been extended. The latest extension was announced by ADR Nord-Est on 17 September 2026.

Can a homeowners' association submit the project on its own?

No. Eligible applicants are the local authorities (UAT) of municipalities and county-seat municipalities in the North-East Region. The town hall concludes agreements with the homeowners' associations, and for each block the agreement of at least two thirds of the owners is needed.

How much does the town hall pay of the project value?

The applicant's contribution is at least 2% of eligible costs. The rest is covered from the ERDF (up to 85%) and the state budget (13%). Ineligible costs remain the applicant's responsibility.

Can a gas boiler be installed under this call?

No. Investments in fossil fuels (coal, gas), biomass or wood are not eligible. Among other things, the call funds the replacement of heat generation installations with renewable-energy solutions.

What does it mean that the call is non-competitive?

Projects are assessed in the order in which they are submitted, provided they meet the conditions in the guide, without being compared against each other in a final ranking. A complete file submitted early has a practical advantage while budget remains available.
