Call PR BI P5/5.3/1/2026 has 37.5 million euro for multimodal passenger and freight terminals. City halls, the Bucharest sectors, Bucharest Municipality, Ilfov County and their institutions can apply. Projects must be worth at least 500,000 euro, with funding of up to 98% in Ilfov and 93% in Bucharest.

Who can apply

Urban and rural local authorities (UAT) in Bucharest-Ilfov, the Capital's sectors, Bucharest Municipality, Ilfov County and the public institutions subordinate to them can apply. Other public authorities with responsibilities in the region's transport infrastructure can also apply. Partnerships between these categories are permitted, with no limit on the number of partners, and the partnership agreement is mandatory at submission. Private companies cannot be applicants.

Frequently asked questions

Can private companies apply in the PR BI 5.3 call for multimodal terminals?

No. Only local authorities (UAT) in the Bucharest-Ilfov region, the Capital's sectors, Bucharest Municipality, Ilfov County, their subordinate public institutions and other public authorities with responsibilities in transport infrastructure can apply. Companies can take part as operators, suppliers or contractors, through public procurement.

What is the minimum value of a multimodal terminals project in PR Bucharest-Ilfov?

A project must be worth at least 500,000 euro. The guide under consultation sets no maximum value. To calculate the threshold, the InforEuro exchange rate for the month before the call opens is used. The total budget of the call is 37.5 million euro.

How much must the town hall pay from its own budget?

For projects in Ilfov, the own contribution is at least 2% of eligible costs. For projects in Bucharest, the contribution is at least 7%. In partnerships between Bucharest and Ilfov, the 2% rule applies. In all cases, the applicant pays ineligible costs in full.

When can funding applications be submitted in call PR BI P5/5.3/1/2026?

The submission date has not been announced. The guide is under public consultation from 9 to 30 September 2026, and comments should be sent to helpdesk@adrbi.ro. The call opens when the final guide is published, approved by a decision of the MA, which will also set the submission dates.

Can a park&ride car park be funded on its own?

No. The guide explicitly excludes projects that contain only park&ride connections. A transfer car park can be included only as part of a multimodal passenger terminal, with operational buildings and platforms. Projects containing only repairs or maintenance are also excluded.

What documents must the project have at submission?

The guide under consultation requires the technical and economic documentation at the DALI, SF, SF+DALI or detailed technical design stage, with the general estimate in line with HG 907/2016. The DNSH analysis and the analysis on climate-proofing the infrastructure are also mandatory. You must also provide the urban planning certificate with the necessary approvals or the building permit, the final environmental decision or the closure of the notification, and proof that the project fits within the PMUD or the development strategy. If the project includes access roads, a road safety audit is also needed.

How long does it take to prepare the application?

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
