PR Bucharest-Ilfov: €37.5 million for multimodal terminals, guide under consultation until 30 Sept.

The PR Bucharest-Ilfov Managing Authority has put the guide for call PR BI P5/5.3/1/2026 out for consultation: €37.5 million for multimodal passenger and freight terminals. Local authorities (UAT) in the region and their institutions can apply, with projects of at least €500,000.

The Managing Authority for the Bucharest-Ilfov Regional Programme (AM PR BI) has put the guide for call PR BI P5/5.3/1/2026 "Actions aimed at building multimodal infrastructure" out for public consultation. The call has a budget of €37.5 million and funds multimodal passenger and freight terminals. Local authorities in the region, Bucharest Municipality, the sectors, Ilfov County and the public institutions subordinate to them can apply. Comments on the guide can only be sent until 30 September 2026. The call is not yet open and the submission date has not been announced.

What does the call fund?

The call is competitive, with a submission deadline, and support is awarded as a grant. The project must include at least one of the two main categories of activities:

  • A. Multimodal passenger terminals (may include park&ride connections): passenger buildings and platforms, operational roads inside the terminal, facilities for pedestrians and cyclists, installations.
  • B. Multimodal freight terminals: buildings and platforms, operational tracks and roads, access and operational railway, transshipment equipment, installations.

In addition, you can fund supplementary activities (road safety, ITS systems, integrated ticketing, digital platforms for freight operators), related activities (land purchase, expropriations, relocation of utilities, access roads to the terminal), DNSH and accessibility measures, plus communication, consultancy, management and audit.

The core activities (types A–F) must add up to at least 50% of the eligible budget. The guide excludes projects that contain only park&ride, only repairs or maintenance, or investments that fall under state aid rules.

Who can apply and how much must they contribute?

Eligible applicants are the public authorities and institutions in the Bucharest-Ilfov region. Partnerships between all these categories are allowed, with no limit on the number of partners. The partnership agreement is mandatory at submission.

  • Ilfov County: funding of up to 98% of eligible costs, own contribution of at least 2%.
  • Bucharest Municipality: funding of up to 93%, own contribution of at least 7%.
  • Bucharest–Ilfov partnership: the rules for Ilfov apply (98% / 2%).

Ineligible costs are borne entirely by the applicant. The project cannot extend beyond 31 December 2029, and the investment must be maintained for 5 years after the final payment.

What documents must the project have at submission?

The version under consultation requires, among other things:

  • technical and economic documentation at the DALI, SF, SF+DALI or technical design stage, with the general estimate in line with HG 907/2016 and the financial and economic analysis chapter;
  • the DNSH analysis and the climate-proofing analysis of the infrastructure (mandatory documents);
  • a valid urban planning certificate, with the required approvals, or a building permit;
  • the screening-out of the notification or the final decision on environmental impact assessment; the guide states that initial or intermediate decisions are not accepted;
  • alignment of the project with the Bucharest-Ilfov SUMP (PMUD) 2016-2030 or, for Ilfov, with the Ilfov County Development Strategy 2020-2030 or a local development strategy;
  • the road safety audit, if the project includes roads or access routes to the terminal.

The application is submitted through MySMIS2021/SMIS2021+, with an advanced electronic signature. To calculate the 500,000 euro threshold, the InforEuro exchange rate for the month before the call opens is used.

How and by when do you apply?

At the moment the guide is only under consultation and may change. Comments should be sent by 30 September 2026 to helpdesk@adrbi.ro. The call opens on the date the final guide is published, approved by decision of the AM, and the submission dates will be set then. Until the final guide is published, there is no official submission date.

What this means for your business

Our recommendation, for town halls and institutions in Bucharest-Ilfov planning an intermodal terminal or a passenger transfer hub:

  • Check now that the project fits the PMUD. A project that does not appear in the PMUD or in the county strategy is excluded. If the investment appears only in the PMUD version currently being updated, it can be assessed on the basis of a declaration, but it is contracted only after the PMUD is approved or with a suspensive clause.
  • The environmental procedure takes the longest. Because the final decision or the screening-out of the notification is required at submission, start the procedure with the APM (Environmental Protection Agency) as early as possible.
  • Do not submit a park&ride-only project. The transfer car park must be part of a genuine multimodal terminal, with operational buildings and platforms.
  • If the terminal will generate revenue (tickets, rentals), the financial analysis must show how the non-profit principle is respected. Evaluators check this.
  • If you have comments on the guide, send them by 30 September.

Frequently asked questions

Can private companies apply in the PR BI 5.3 call for multimodal terminals?

No. Only the UATs in the Bucharest-Ilfov region, the Capital's sectors, Ilfov County, their subordinate public institutions and other public authorities with responsibilities in transport infrastructure can apply. Companies can take part as operators, suppliers or contractors, through public procurement.

What is the minimum value of a project?

The project must be worth at least 500,000 euro. The guide under consultation sets no maximum value. The total budget of the call is €37.5 million.

How much must the town hall pay from its own budget?

At least 2% of eligible costs for projects in Ilfov and at least 7% for those in Bucharest, plus all ineligible costs. In partnerships between Bucharest and Ilfov, the 2% rule applies.

When can funding applications be submitted?

The date has not been announced. The public consultation runs until 30 September 2026. The call opens after the final guide is published, and the submission dates will be set by that guide.

Can a park&ride car park be funded on its own?

No. The guide explicitly states that projects consisting exclusively of park&ride connections are not funded. These can only be included as part of a multimodal passenger terminal.
